In response for information regarding the bidding practice ete of members of the Ampotiated General Contractors of America, Gerclims Brambh, with regard to the inclusion of an estimting service charges, a Gharge is peid by the low bidder to the Association, I under= ir bids. I am not able to state this definitely, however — 4 general impression. I have never objected to it as felt it legitimte chargé and that the service rendered by the sociation is worth it. I do not mow whether or not such charge 6 actually included in any of the bids submitted on the White and _ Colered High School Buildings for the Board of Education of Cumber~ lend County, North Carolina, on docket MC 1407-P, which bide were ¥. The State Law of liorth Carolina requires that contractors be Licensed before awarding contracts for public construction ani these licenses are graduated as to size of contract which the contractor may handle.
