Our memorendum stated that action was being Withheld pending advice from the Centrel Office. The instructions to withhold action on this award were received by this-office through the Legal Section. Later, it wis ascertained, which was not know at that time, that the delay wes ordered pending a report by the Division of Investigations. The Division of Investigation's report - =. ¢. 1407-F (F-3) dated June 19, 1959 was referred shortly thereafter tc this office for action thereon. It was particularly noted that this report, after reviewing 411 previous discussions, -conteined an opinion from the legal Sectipn, approved by the Regional Counsel, steting that the award to Reinecke-Dillehay, Incorporated, be approved as to legal matters. fhe report also included an opinion from the Acting Regional Director concurring in the opinion expressed by the Legai Section. The report of the Special Agent, approved by H. S. From actual records, the materiel costs on plumbing jobs often do run from 70 to 60% of the total. In this instence, 90% of the total cost is not considered excessive for material. ’ What appears to make this form out of balance is the last item of "Fixtures", which is more then half of the totel cost. Since the labor cost of setting and connecting those fixtures is only about 10%, this accounts for the apperently low ratio of labor dost on the whole.
