Iredell County, | The Grand M@ury begs leave to submit the following report. We have examined and passed on all Bills sent before us by the Solicitor and made proper returns. We visited the jeil in a body, and have the following recoh- mendations to make that the cells and walls be white-washed and the lower windows screened to prevent the passing of anything to prisoners. We find the bedding bad, and recommend its disinfection, and some new bedding. We found four white prisoners and nine colored prisoners in the jail. They are well cared for and no complaint. We recommend that the gail be kept cleaner. We visited and inspected the Court House in a body, and find the offices well and neatly kept. We find the floor in the vault in the Register of Deeds Office in bad fix, and recommend that it be repaired. We find the floor in the toilet room in the basement in wery bad shape, and recommend @ new one. We recommend that the stair case in the rear of the lobby be repaired, as we find it in bad shape. We recommend that hat and coat racks be placed in the Grand Jury room, ‘for their use, and wish to state the room used by the Grand Jury is very uncomfortable, unsatisfactory as to ventilation, A Gommittee visited the County Home for the Aged and Infirm. The Committee finds the Buildings and grounds in good and clean condition. Wo complaint from any of the inmates. They all seemed satisfied and well cared for. We found eight white females, and seven white males; four colored females, eight colored males; one white boy prisoner; four colored boy prisoners; one colored man prisoner. We recommend that the sewerage be extended to a branch, some two hundred yards further than where it now empties, as the present condition, we deem unsanitary. A Committee visited the County Chain Gang, and found the Prisoners have nd come Camp in good condition and well kept. plaint, and say they are well treated and well cared for. We visited the county Home by committee and found ths Home in good condition and found forty two (42) inmetes, twenty two white and twenty colored. we found the inmates well cared for in every way. We visited the County, jail: in a body and found omly a few prison- erse We foknd the white prisoners department well kept... but recommend that the (col) prisoners department be kept ne a more sanitary condition;* we also recommend that the padded cells for the insane be repaired. We visited thec {different county offices and found them well kept so far as we cou]d ascertain. We recommend that more disinfectant be used in the. toilet room of the Court House. The Grand Jury for May Term,1919,of Iredell County Superior Court,begs leave to submit the following report: A Committee of fouresxsmhindd the County Home for the Aged and Infirm,finding therein 36 inmates;8 males and 14 females, white:8 males and 6 females,colored.The accomodations are ample and commodious;the food provided abundant and well prepared. Special attention is given the physical needs of the infirm by avapethead nuree and the County Physician is very attentive to any need that may arise.We found the buildings well kept and in a sanitary condition.We found the farm in a very good state of cultivation and being itmproved by the sowing of clover, and the use of manure.A herd of cattle prdvide:mitk<and batter, and sufficient hogs are kept to supply the larger part of the meat, The Jury examined the jail in a body.We found seven prisoners. The jail is well keptand appears clean and sanitary.The Jury recommends replacing the doors at either end of the outer enclosure of bars,onf&ees and second floors,with solid metal doors,so as to protect the locks from prisoners on the inside.We also recormend the installation of screens in all the windows.A pile of tools, picks,etc,should be removed from the corridor on the first floor. TheJury examined the Cpurt House in a body and found the records in the offices of all the County Officers well kept and well pvreserved.The Floors in the vaults adjoining the offices of the Régtster and of the Clerk need minor repairs. We recommend that the floor in the basement,between the foot of stairs and the toilet,be laid in cement.It is now in bad condition. The Jury would ask that the Presiding Judge enjoin our officers to be more vigilant in @nforcing the state speed laws and the law requiring the use of dimmers on automobile lights, Respectfully submitted. Hon.W.J.Adams, Judge Presiding: We, the Grand Jury for October term, 1919, have visited the County Home, by committe, ana find the condition of buildings and grounds in good shape. And the immates were well pleased with their treatment. There are forty two inmates; sixteen white women, ten white men, eight colored women and eight colored men. We found six inmates in Infirmary. All bedding and furniture is clean and sanitary. We found the farm in good state of cultivation, being improved by the sowing of Clover and the use of manure, A herd of cattle provide milk and butter and cuffiotent are kept to supply the larger pakt of the meat. We visited the prisoners stockade in which are kept two white and five colored convicts. The conditions were found good . We, visited the jail in a body and found fifteen prisoners; nine colored and six white. We found the jail well kept and appears clean and sanitary. We have have passed on all bills that came before us. We have visited the County Jail and find it in satisfactory condition and prisoners well cared for. There are fen male prisoners, eight white and twoccolored. We algo visited the County offices and fount them in good condition ag far as we were able to tell by a hurried examination, except the floor in the Register of Deeds Offices We recommend that the floor be repaired. We visited the County Home by committee and find 44 inmates,Ten white males and Ten white females; seven colored males and nine colored females and two white male convicts. fhere éseTwo Hundred and fifty acres of land,one hundred and fifty acre in cultivation- Seventy acres in small grain which we find in fine shape and promises a bountiful crop. There are twenty head of cattle and four head of mules all of which are in good condition. Mr.W.C.Perry,Superintendant, says that the County Home is now an almost self sustaining instution. This October 20th, 1920. . me To the Superior Court of Iredell County, North Carolina: We, the Grand Jury for the February Term 1921, beg leave to submit the following report: We have passed upon all bills sent us by the Soli- sitor and made return of same to the Courte We visited the Jail and found seventeen prisoners- six white males, ten colored males and one colored female. We found the Jail in very good condition with the exception of a few broken steam pipes, parts for which have been ordered,and we recommend that they be installed upon arrival. We visited the different offices of the Court House and found everything well-kept. We recommend that the floors of the vault in the Register of Deeds and Clerks Offices be repaired, and we also recommend that additional room be made to take care of the records in the Register of Deeds Office. COMMITTEE VISITS COUNTY HOME: We visited the County Home in a body and found forty-eight inmates. There were twenty-four white females; . ten white males; seven colored males and seven cotored females. We visited the various departments of the Home and found it well-kept and in good sanifary condition. We questioned the inmated as to their fare ara they say mnae they have pienty of good wholesome food and are well-treated. We recommend that Jesse Wilson, an inmate of the County Home, be moved to the State Hospital for the Insane as we find it is not safe to keep him there longere Respectfully submitted, This February 3rd, 1921. The buildings and srounds are in fine shape and tne fields sre covered wita wheat and clover, and we are pleased 10 say that this is a model insthtution and fast becoming selt sustaining. We find that the tents are worn out and too Small; that tne ved clothing needs replacing witn new and that more atiention snould be given to tne disintecting ot the premises. The stock and tools all seemed io ve properly taken care ot and good wor< oéing done by the gang. We understood wnat a new tent aka been ordered tor the chain gang, which will improve conditions tO some extent. And we turthner recommend that some means be provided by wnicao tne prisoners may oe enabled to undress at nignt insvead ot sleeping with their work clothes on, whieh would make it possible to keep the beds in much better condition, as weli as being so much more numane tor ine prisoners. We do not wish to censure Mr. feimster, wno we reel ig doing about the best he can under the present conditions. We further recommend inat some kind of & screen compartment be rurnisned in which to keep vne provisions of the camp. We the grand jurors for the August term of Iredell Superdor Court,1921,beg leave to submit the following report; We have. passed upon all bills sent us by the Solicitor and made return of the same to the Court. We visited the jail and find ten white prisoners (mine men and one woman),one of the above prisoners is insane; we also find two colored make prisoners. The general sanitary conditions of the jail is bad. We recommend that Plumbing system be overhauled and new bedding supplied where needed. We visited the Chain Gang by committee. We find at thé camp twenty prisoners; nine white and eleven colored. The prisoners on being questioned say that they are well cared for and the fare is satisfactory. We found eight mules apparently in good order and premises well kept. The committee recommends better facilites for feeding the prisoners, they now have to stand while eating. We think that benches,tables and cups be Bupplied that they may be more comfortable during their rest houre We visited the County Home by committee and found thirty eight inmates,seven white males and nineteen white females; seven colored males and five colored females. The buildings and ground in good shape,and the fields in good state of cultivatioh. We questioned the inmates as to their fare and treatment and they say théy are well fed with good and holsome food and are well treated by the keeper. A committee of our body investigated the several offices of the Court House and find the records properly kept as best they could judge. We recommend that the floor in the vault in the Register of Deed's office be repaired and a more liberal supply of cuspiders be provided which we believe,, . . would render the sanitary conditions of the court house better and the floor more sightly. We are informed that the attention of the Court has been called heretofore to the lack of ventilation in the Grand Jury room. We find it very uncomfortable for lack of proper ventilation and recommend that something be done to remedy this condition. Ye the grand jurors for the November term of Iredell Superior Court, 1921, beg leave to submit the following report: We have passed upon all bills sent us by the Solicitor and made return of the same to the Court. We visited the jail by Committees and found nine white prisoners, all males; ten colored prisoners, nine males and e one female. We find the jail in a sanitary condition. We ‘recomnend that the steam pipe in the jail be repaired, also a spray be placed instead of the spigot in the bath room. We visited the Chain Gang and find twenty-four prisoners; fifteen white and nine colored. The prisoners on being ques- tioned say that they are well cared for and the fare is satis- factory. Everything is in good condition. We think that a larger cook stove should »e supplied, also mattresses for prisoners. We visited the County Home and found thirty nine inmates, eight white males and seventeen white females; seven colored males and seven colored females, Two of “aneee inmates are blind and two are epileptics. The buildings and grounds are in good shape, and the fields in good state of cultivation. They have three hundred bushels of wheat, six or seven hundred bushels of small grain in all; four or five hundred bushels of corn; four hundred cans of fruit and some dried fruit. We questioned the inmates as to their fare and treatment and they mn say that they are well fed with good and wholesome food and are well treated by the keeper. A committee of our body investigated the several offices of the Court House and find the records properly kept as best they could judge, also the offices are being kept in good con- dition. L. Webb, Judge Presiding. We the Grand Jurors for January Term of Iredell Superior Court | 198%, beg leave to submit the following report: ! We visited the jail by Committee and found eight white male prisoners and eight colored males, We find ’the jail in a sanitary con- dition. We recommend that all holes in wall of said jail be repaired, Also portion of cells be repainted. _ eee anger ener We visited the chaingang and find twenty-three prisoners, six white and seventeen colored, The prisnners on being questioned, say that they are well cared for and the fare is satisfactory. Everything is in good condition, Also we find twelve mules in good condition, COUNTY HOME. ..i@ visited the County Home; by Committee. We found thirty-one inmate&*in all, five white miles, fifteen white females, six colored males am five colored females. There are two prisoners working on the farm. The inmates stated that they were well fed, comfortably clothed and treated kindly. We have five,two story buildings that have class rooms on second floor. In addition to first floor. Bighty one story buildings, all meeting the requirements of the state. Mr. R. Me. Grey, Supt. of the Statesville Schools report that they meet the state requirements. We find all the offices are neatly kept and records carefully filed for the convenience of those wanting to refer to same. CHAIN GANG We find 19 men in the chain gang camp; eight white men, eleven negro men. They all report that they are treated all right. The chain gang has thirteen males all in good condi- tion for work, with wagons, scrape plows, shovels, picks and other tools that are being used in the work. JAIL We also visited the Jail by a Committee. We find 8 prisoners; four white men, 1 white woman, and three negro men. They report that the treatment received the was satisfactory. That one of the rooms for insane, be renovated and padded anew. We @lso find in the case of insane persons, who are put in Jail awaiting admittance to the hospital for the insane, that they are placed in iron cells or rooms formerly occupied by criminals, because there is no other place for them - We therefore, recommend that rooms be fitted up, one for males and one for females with toilet and heat for the:e unfortunates. We have likewise carefully considered and investigated all reports and complaints of the alleged violations of any of the Laws of the State, alleged to have been violated in Iredell County and have made @ll such suggestions and presentations to the Solicitor that we deem sufficient and proper. Second, we have visited by competent committees, the home | for the aged and infirm in the county and found white females - 15; male -12; colored females -7; male -7, They find they have 978 bushels of wheat and rye, twenty-five acres in corn and everything in good con- dition and well cared for. We carefully inspected the care and keep of the inmates and find them well cared for and satisfied. We further find that the home together with the entire premises is splendidly kept, clean and sanitary and comfortable in all particulars, Third, we also visited by committee, the County Chain Gang and Prison Camp and find twenty-three prisoners;six white and seventeen colored. We inquired as to the treatment of the prisoners and found that they are properly treated, properly fed and the camp kept in a clean and sanitary condition. No compaaint was heard among the prisoners as to improper treatment. We found twelve mules in the camp which are used on the roads of the county. We recommend that a shelter be built in which to keep the mules am protect them from the weather conditions. Fourth, we visited the jail by committee, and found in the jail six white and two colored prisoners. We found the prisoners properly fed and had proper bedding and proper attention, and the jail in clean,sanitary condition. We found @ defective flue in the main chimney of the building, and we recommend that this main chimney be raised about eight feet with bricx, in order to prevent it from smoking. Fifth, we inspected the Court House and visited all the offices by comuittee, and find the various offices well kept and the business of the county cared for by tne county officers in a business-like way. We inspected the present heating plant and find that & new heating plant will have to be installed. We find the present plant of heating unsanitary and injurious to the health, as the opening to the flues are located in the floors and are used as cus- pidors and therefore, are vile and filthy. We also found complaint from some of the offices in the Court House, to the effect that the agsipeuts from cold in the Winter because the present plant would not furnish sufficient heat. We therefore recommend that & modern steam heating plant or other modern system, be installed in the Court House which will furnish sufficient heat and be sani- tary. We recommend, also, that three more toilets be placed in the basement of the Court House. Complaint has come to us from various sections of the county, in regard to the bad condition of certain roads and bridges on and over which the people must go to market, get their mail and take their children to school this Winter; we recommend that the County Commissioners have the VChairman or some member of the Board, to immediately go over and carefuliy inspect all the public roads in the county, and to promptly have all such roads ag they find in need of repair and attention, put in first class condition before Winter comes. CHAIN GANG We find 16 men in the chain gang camp; four white and eleven negro men. They report thet they are all treated well, The chain gang has twelve mules all in good condition for work, with wagons, scrape plows, shovels,picks and other tools that are being used in the work. We reco:mend that the Commissioners purchase a Ford truck for use on the roads. In doing this, we feel that this Will save the county considerable expense in hauling supplies for the Camp. The committee talked with several inmates who stated that they were furnished plenty of well prepared and nourishing feede ae they were kindly treated. We found the buildings and grounds neatly kept and the stock and tools in good condition. We visited the county convict camp by committee and found 11 prisoners--1 white and 10 colored--all males. The kitchen and the quarters for the guards were in good condition. We found that the mattresses and bed springs in the convict sleeping quarters were badly worn and we recom- mend that same be replaced with new ones. We visited the jail by committee ‘and found 19 prisoners as fol- lows: 10 white males and 8 colored males and 1 colored female. We found the jail well kept and the prisoners properly cared for. We recommend, however, that the windows on the first and second floors be screened, and that 3 shower sprays be furnished. We wish to commend the jailer upon the clean and sanitary condition of the building, This building appeared to be in good repair, We visited the County Home by Committee and found 18 white females, 12 white males, 5 colored females, 10 colored males, a total of 45 ; of this number 3 are blind, The inmates report that they have plenty of nourishing food properly prepared and served, also suitable clothing and bedding. The premises appear to be kept clean and in a sanitary condition. tne live stock are in good condition and farming land show it to be in fine state of cultivation. We would recommend that the buildings be painted in the near future. We visited the chaangang by Committee and found 7 white and 9 colored prisoners, a total of 16. They report that they are well fed and cared for with no complaint as to mistreatment. The camp appeared to be in sanitary condition. Ample supplies of food and feed, with tools and livestock in good condition. The Court House was closely inspected and appears to be kept elean and sanitary . We find that the inside walls and wood- work are badly in need of paint. The steps to the basement should be replaced as they show much wear. the vwaults in both the Clerk and Register of Deeds Offices do not appear to be fire proof and would prove most hasardous to the County records in ease of fire. This should be given immediate attention. We were strikingly impressed with the crowded and congested condi- tion of all of the offices and it would seem that the proper functioning of each of the departments is greatly hampered by lack of room and that the present size of the building is wholly inadequate for the volume of transactions handled. We respectfully recommend thut the County Commissioners give this matter full consideration for with an expenditure of probably from $25,000.00 to $50,000.00 adequate additional space could be provided to satisfactorily handle the County affairs for an indefinite period. The County Jail was visited and there was found to be 9 colored | men prisoners, 4 white men prisoners, making 13 prisoners awaiting trial. Also 1 sick negro girl prisoner serving sentence and 1 white man - Federal Prisoner, serving sentence. These prisoners report they are well fed and cared for. We wish to commend the Jailor for the clean and sanitary condition of the building. We recommend that the top rail on the banisters be replaced. (VY We recommend that some immediate provision be made for adequately caring for the insane of Iredell County,other than the present accommedation and equipment, We also visited the County Home for aged and infirm and found therein 41 inmates,17 white females,11 white males, 5 colored females and 8 colored males, and of this number, we found 1 blind female. We also find 5 prisoners, ti deena 4 ee The inmates of the home re- port thut they have plenty of food, good nourishing food,properly pre- pared and served, and that they also have plenty of clothing and bedding. We also find that the premises are in a clean and sanitary condition. The keeper of the home reports that they have enough corn,wheat and megetables to supply them until another crop is made. We visited the County Sets Gang in a committee and found the camp in a very satisfactory condition regarding care and keep of the prisoners. Also, found it in a sanitary condition. We found 9 white convicts, and 6 colored and through inquiry of these men,find they are well cared for in regard to treatment,food and clothing. We also found the equipment to contain 1 motor truck, 6 wagons, 12 mules. The mules show to be well fed and cared for. The wagons showed to have been considerably worn. We also found the grading tools to be in a satisfactory condition. | We visited the Court House, by Committee,and its several offices and we find that the business of the County is badly hampered for lack of space in the offices. We find that the vaults in the offices of the Clerk of the Court and Register of Deeds,are insufficient to take care of and protect from fire,the present important records of Iredell County. We also find that the offices of the Sheriff,Treasurer and Superintendent of Schools are insufficient in size, to handle the present volume of business. Considering these handicaps, we find the business of the Countwiis being handled in a very efficient manner. We therefore recommend that the County Commissioners provide adequate fire-proof vaults to protect the valuable records of Iredell County. We have visited the Court House by a committee of eight. We find all the offices and records neatly kept and convenient for the public who wish to refer to same, We recommend that the vaults in Clerk's office and Register of Deeds office be made fire and burglar proof as near as possible and that more room be made in these vaults, We visited the County Home by a committee of five. We find there 41 inmates as follows: 17 white females, 10 white males, 6 colored females, and 8 colored males. We find 1 white women insane and 2 white men, 1 colored women and 5 convicts. Wefind the inmates satisfied with thetr treatment and say they are well cared for. They have plenty of good food well prepared and that they receive kind treatment by Mr. Perry. They are clean and they were well treated. We recommend that the Iron Beds which have been broken in some of the cells be prepared. We visited the Chain Gang by a committee of 5. We found 24 prisoners and 4 guards. They report that they are well treated and have plenty to eat. They have 12 mules which are in first class condititon and such other equipment as is needed in the work they are doing, all tools seem to be in good repair. We have visited the Court House by a committee of seven, and find that the affairs of the County have increased to such an extent that the Clerk's office and the Register of Deeds office are not large enough to hold the records and to furnish space needed for the storing of said records and have enough room necessary to execute the business of these offices. we also find that the lady Home Demonstrator of the County, has no office and that the Welfare officer does not have an office suffi- cient for his duties; that the office of the Farm Demonstrator is entirely too small for the business of this office; and that the of- fice of the County Superintendent of Schools and the Board of Educa- tion is not large enough to accommodate the school work of said office and the necessary performance of the duties therein. We recommend that something be done by the Commissioners to relieve this condition. We visited the County Home by a committee of four. We find there 4% inmates as follows: White females -19; white males - 10; colored males - 8; colored females -5. We find she inmates satis- fied and well cared for, and that they receive kind treatment from Mr. Perry. The buildings are in good condition, neatly kept. The farm is being sowed for a large crop of small grain 4 Committee of five visited the Chain Gang and found 19 men as and 4 guards. follows: 9 white men, 10 colored men,/ Also we found 18 miles and nine wagons: The men reported to the Committee that they had plenty to eat and are well cared for. Moore, Presiding: We, the Grand Jury for the May Term of Iredell Superior Court, beg to make the following report: We have passed on all bills referred to us and have made returns on these to you, the Presiding Judge. The different offices in the Court House have been visited, records inspected, and found well kept. We find the office of the County Auditor to be crowded and cramped for room. We recommend that if the County Commissioners consider it feasible,that they convert the brick offices in the rear of the Court House, known as Lawyer's Row, into suitable quarters for the County Superintendent of Schools and thus have the present office of the Superintendent available for the use of the County Auditor. In view of the fact that there are at present ten ladies in the county's employ with offices in the Court House, and since there is no private rest room or toilet for their convenience, we recommend that this be provided. The jail was visited by the Grand Jury in a body and found to be in good condition. There were thirty-five white males, six white females, 12 colored males, and four colored females, a total of fifty-seven prisoners. These reported that they were well fed and cared for. We recommend that a metal rail be replaced at the head of the stairs leading to the cells on the second floor. In view of the fact that insane persons are often nec- essarily confined in jail until they can be committed to the proper inatitution, we recommend that a padded cell be provided for the proper protection of such unfortunates. The Grand Jury visited the County Home in a body and found the institution in good condition. Some minor repairs are now in progress. We found fifty-two inmates: thirteen while males, twenty-one white females, nine colored males, and nine colored females. They report that they are well fed and kindly treated. Eight of these inmates are at present under the care of a physician. The superintendent of the County Home has seven convicts in his charge, six colored males and one white male. These help with the work on the farm and around the Home. We found the following live stock in good condition: four mules, eight cows, eight heifers, five calves, one bull, twenty-two hoge, and about eighty hens and two hundred young chickens. Of the land under cultivation, forty acres is in wheat, twenty- seven acres in corn, five acres in beans, twelve acres in oats and lespedesa, three acres in barley, and eight acres in truck garden. The new smoke house was well fitted with cured meat: twenty-seven hams, twenty-five middling, and eleven shoulders. We reconm- mend that a new wash-house be built to replace the shed now in use. It is in a delapidated condition, not well inclosed, and should be replaced before another winter. The County Chain Gang was visited and quarters found in good condition, and prisoners well fed and cared for. There are ab . -_—_— - 7 present twenty-nine convicts on the Chain Gang, fifteen white men and fourteen colored. All machinery and equipment was reported in good condition. We wish to convey to your Honor and the personnel of this Court our appreciation for the courtesies and for the co-operation shown our body in the discharge of its duties. We, the Grand Jury, at August Term of Court, 1931, beg to make the following report:, We examined and passed on all bills that came before us, We visited by committee all the offices in the Court House, the County Home, jail, the camp where prisoners are kept in the County, also three squads of. men at work in the county. In the Court House we found all offices in good condition. We find that all books and records are audited at least once a year by competent certified public accountants and that their reports are filed in the Register of Deeds office where they may be inspected at any time by any citizen of tax- payer in the County. At the jail we found twenty-two prisoners, eleven white men, five colored men, and six coloréd women. We recommend that the railings at the head of the stairs on the third floar be repaired. We found the prisoners' quarters in good condition. We find at the County Home fifteen white men, twenty-one white Women, ten colored men, and nime colored women inmates; six colored and one white convict helpers. We found that they harvested this year thire teen hundred and ninety-three bushels of small grain. One hundred bushels of Irish potatoes. A total of thirty-one head of hogs, twenty-two cows, and two hundred and fifty chickens; also four fine miles. They have canned three hundred and fifteen one half gallon jars of fruit. They need about another thousand jars to care for approximately another one -thousand bushels of peaches. Prospects are good for a large crop of corn. They have plenty of pasture for their cattle and hogs. They still have cured meat, fourteen hams of about thirty-five pounds each, beside a quantity of other meat. Nine inmates are under the care of a doctor. The general health is good. We found the Home well kept and the farm in a splendid state of cultivation. We recommend thata new wash house be built and a washing machine installed. Also that all broken and torn window and porch screens be immediately replaced with new ones. We visited the Convict Camp. They have a total of one hundred and two convicts. We found the quarters in good, clean condition. November Term, 1931. fo Honorable P. A. McElroy, Judge Presiding: We, the Jury at the November Term of Court, 19351, beg to make the following report: We ex and passed on all bills referred to us. We visited by committee the offices in the Court House, the County Home, Jail, and the camp where prisoners are kept in the County. At the ty Home the committee, accompanied by the superintendent of County Home, looked through the Home and other buildings including’ barnes, and looked over part of the farm. We found everything well kept and in good condition, The farm showed evidence of being well managed, Twenty-two acres of well prepared ground had just been sown in wheat. The superintendent reported that he gathered from the farm 1050 bushels of corn, 100 bu. irish potatoes, 80 bu. sweet potatoes, 47 tons of hay, and ail barns were well filled with stover, There were 700 half gallons of fruit canned, There is also the following livestock on the farm: 18 milch cows, 1 male cow, 19 hogs, 1 male hog, 3 shoats, 4 miles, and 800. chickens. The Home has 15 white men, 20 white women, 8 colored memeh, and 8 colored men. Six inmates are under the care of a physician. The Home is gravely in need of better laundry facilities. Tne shack in which the present improvised equipment is now housed 4s a detriment to the home and farm, The present equipment is quite inadequate for the amount of leundry work to be done, Sinee the state has taken over the prison camp, und the Home has only a limited number of short time prisoners, the superintendent is in need of additional help, and insists that this be attended to as early as possible as the need is urgent. Your committee found the prison camp in a elean and sanitary condition, Everything was in order and the grounds well kept. In the Court House we found all offices in good condition, In the County Jail we find 7 white men, 8 white women, 19 colored men and boys, and & colored women. Of thie number there i white man and 1 white woman that are insane and we especially recommend that better accomiodationste provided for the care of the insane until they can be placed in an asylum for better care elsewhere. We also recommend the interior of the prison rooms on the first and second floors be caleimined or painted; otherwise we find find the jails in as good condition as could be expected as a prison. — . We, the Grand Jurors for the August Term of Iredell Superior court, MP Bepectturty submit to the court the following report: We have passed on all bills presented to us by the Solicitor. We have made an investigation of all the offices in the Courthouse and find them all well kept in so far as we are able to see. We visited the County Jail and find twenty-five in-mates, fourteen white men, six colored men, three white women and two colored women. We find the jail to be in a sanitary condition and the prisomers humanely cared for. We recommend that the . windows be screened, the plumbing repaired and the yard fencetyts frsted) We visited the County Home and find the following inmates: Twelve male, twenty-two females, white. Eight black males and six black females. We find also five convicts at the County Home, and eight of the inmates under the care of the doctor. We find two are insane and do not keep their clothes,and tear up their bed clothing into threads. We recommend that they be gotten into the State Hospital for the insane. Eight of them are blind and eighteen have to havé their meals served in the room. We found the buildings in excellent sanitary condition and the inmates well cared for. We find that the wash house that was recommended by a former grand jury has been built. We find the farm in a high state of cultivation, twenty-seven acres of corn, thirty-eight acres in red clover, We find a lot of good pasture and the farm well kept. We find four good miles, eleven milk cows, five heifers, five calves, one male cow, twenty-three hogs for fall killing, nine pigs, two hundred and fifty chickens, nine forty pound hams carried over from last year. We find that there was 539 bushels of wheat, 318 bushels of oats, 50 bushels of barley that was produced and thrashed this year. We find that the Superintendent has already canned four hundred one-half gallons of fruit and is preparing to can three hundred half gallons more and has abundance of fruit in the orchard. We find that he has nine thousand and 47 pounds of flour out of the 1931 wheat crop still on hands also three thousand five hundred and seventy- six peunds of feed still on hands from the 1931 crop and also five hundred and fifty bushels afxthn keft of 1931 corn and roughness enough carried over from 19351 to last for twelve months. We wish to highly zucommend the present management of the home on the excellent condition of everything and the splendid crops that he is causing to be produced on the farm. We visited the State Prison Camp and found forty-three colored prisoners and forty-two white prisoners and we find everything to be in A-1 Condition. We also found eleven hogs which are being cared for from the refuse of the camp. We investigated the guardian records in the Clerk's office and find a number of guardians have not filed their annual account and renewed their bonds as required by law. A list of theme are attached to this report. We recommend that all unclaimed witness fees that have remained on hand over the time provided by law be turned over thm to the County. We recommend that case hardened steel bars be placed at all outside windows. We find the jail well kept and sanitaby. We visited and inspected the offices of the Seuss house and find them all in good condition and well kept. We recommend that a counter be placed in the Register of Deeds office similar to the one recently put in the office of the Clerk of the Court. We also recommend thet a window whieh is now out of repair in the vault of the Clerk's office be repaired immediately. We further recommend that an automatic door check be placed on the rear door to the entrance to the court house. We find the County Accountant's office verym crowded. and we recommend that the office of the Superintendent of County Schools be removed to the building known as Lawyers Row and that a door-way be cut between the present County Accountant's office and the Superintendent af School's office. and that the County Accountant occupy these two offices. We recommend that the County Welfare's office be moved from the present location in the court house to a suitable loca- tion in Lewyers Row. We also recommend that if these changes are made, that these offices known as Lawyers Row be steam-heated from the jail furnace, We investigated the matter of the reports of guardians and find that a number of guardians are not making their annual reports as is required by law, and we called this matter to the attention of the Solicitor and gave to him for his action a list that was furnished to us by the Clerk of the Court. We investigated the reports of the Justices of the Peace and find that B. F. Williams, E. A. Matheson, W. C. Perry and H. A. Halstead are the only justices of the peace in the county who have sade they reports this court. We visited by committee the State convict camp and find 38 white prisoners and 32 colored prisoners. ‘MThe camp was in excellent condition. We desire to commend the County Commissioners for having made the improvements that we recommended in our last report, Respectfully submitted, Foreman of Grand Jury. % Report of the Grand Jury The Grand Jury disposed of all bills presented. The Grand Jury then made a thorough inspection of the Court House, the County Jail, County Home, and the State Prison Camp. | Court House The Grand Jury suggests that the County Accountant make a reasonable effort to find the owners of unclaimed Court fees. We suggest that this list be published in the county papers. Jail The Grand Jury found five white women, one colored woman, nineteen | white men, sixteen colored men, in the county Jail. We recommend that ' sufficient bedding be provided for all prisoners in the jail and that worn out bedding be discarded and replaced with new. County Home We find twenty-two white women, eleven white men, six colored women, and seven colored men, five convicts at the County Home. Three small children are there temporarily. Six inmates are under the care of a physician. The following supplies and livestock were found on hand: ——— 700 bu. Corn = 6000 lb. Flour at Mill 150 bu. ' The Grand Jury wishes to commend the superintendents of the State Prison Camp and the County Home for the efficient manner in which these are kept. In its report at the February term of court the Grand Jury made recommendations that the County Commissioners take immediate action to provide the Court House with toilet facilities for negro women and that certain very necessary minor repairs be made at the Court House and Jail. Our inspection of these buildings at this time discloses that these recommendations have been utterly disregarded. f \ In making its recommendations the Grand Jury took into consideration the extreme difficulties with which the taxpayers of Iredell County are confronted at this time and recommended only the barest necessities, only those things which would make for the proper upkeep of the Countyts property and for the removal of a glaring injustice to an humble race whose loyalty to the Courts is most commendable. There is no inclination on the part of the Grand Jury to quarrel with the County Commissioners about this. We do not propose, however, ! to dismiss the matter with a mere empty repetition of our recommendations. The Grand Jury is, therefore, making a presentment against the members of the County Board of Commissioners for their negligence in not carry- ing out these recemmendations. The prisoners report that they -are well cared for. We visited and inspected the offices of the Court House and find them all in good condition and well kept. We recomend that broken pipe in Sherriff's office under prisoners room upstairs be repaired. We further recomend that Plat book #1 in the office of Register of Deeds be replaced. The living quarters and the kitchen and dining rooms were in first class sanitary condition. We found 22 white women inmates and 14 white men, 8 negro women and 9 negro men. We found one white boy and two colored boys, trustees working at the home and one white and three colored boys, trustees working on the county farm. We found the following supplies, 266 jars canned fruit,2340 lbs cured meat,§90 chickamss, 13 milk cows, fiSe heifers, two stock cows, t@o brood sows 2 stock hogs, 25 shoats, 20 tons hay, 450 bales straw, 28 acres wheat sowed, 10 acres oats, 25 acres corn planted sig acres peas sowed, We recomend that additional ir@n bars be placed on the windows of storage house where maat and other supplies are stored as considerable supplies have been stolen on account of bars being too wide apart. OGLESBY, PRESIDING JUDGE: We, the Grand Jury for the July 31st Term, 1933 of ‘Iredell Superior Court, beg leave to make the following report: We have examined and passed on all bills of indict- ment presented to us by the Solicitor and passed on all matters , presented to us, / We visited the County Jail by committee and found 12 white men prisoners and 8 negro men and 2 negro women. We found the jail well kept. We recommend repairs to the plumb- ings; also that case hardened steel bars which cannot be sawed in two, replace the present soft steel bars now in the windows, We also recommend that the proposed calcanmtzing of the third floor and the providing of a padded cell be carried out. We visited the offices of the Court House and County Office building in the rear of the Courthouse by Committee. We found the latter in good condition but recommend a cement walk be laid in front of same, that trees in front be topped and front yard be grassed. We recommend that space be dug out in the basement of Court House for storing records, ceil- ing of basement be white washed and hall and offices on first floor be repainted except the offices of the Accountant, We investigated the official bonds of the County Officers and found that they all have surety bonds in companies licensed to do business in North Carolina by the State Insurance Department as of May 1, 1933 except the surveyor who has a personal bond, In regard to the financial affairs of the County we find that a complete audit 6f the County's finances for the fiscal year ending June 30, 1933 is in the process of being made by the J. B. Rogers Co., Certified Public Accountants, We are informed by this Company that a thorough check has been made of all sinking fund bonds and all bonds covering all cash in banks. We have gone into the matter of administrators, guardians and executors and have appointed a committee to look into these matters and report at next term of Court, This will give us time to go into the matter more fully than we could do now, | We visited the State Convict Camp by Committee, We found 27 white prisoners and 45 negro prisoners. We found the living, dining room, kitchen and living quarters in exeell- ent condition, We visited the County home by committeee and found 11 white men, 18 white women, one white boy, 9 colored men and 8 colored women inmates; We found the living quarters, dining room and so forth in excellent condition. All inmates are well cared for. We found 3 white and 3 colored men, trus- tees, We found 700 lbs. meat, 594 cans fruit, 601 bushels wheat 40 bushels corn, 350 chickens, 13 milk cows, 2 stock cows, 2 stock hogs, 4 brood sows, 25 hogs for meat, 19 pigs, 5 heifer calves, 1000 bales of straw, 15 tons hay, 25 acres in corn, 4 mules, one 1933 model 1/2 ton Ford Truck. OGLESBY, PRESIDING JUDGE: We, the Grand Jury for the November 8th Term, 1933 of Iredell Superior Court, beg leave to make the following report: We have examined and passed on all bills of indictment present- ed to us by the Solicitor and passed on all matters presented to us and attach three presentments to this report. We visited the County Jail by committee and found that none of the much needed repairs recommended in our last report had been madé. We visited the offices of the Court House and County Office Building in the rear of the Court House by committee and found none of the recommendations made in our last report had been carried out. We found the basement ceiling badly in need of repair and thé Register of Deeds Office badly in need of the storage space which we recommended be dug out in the basement. Since we made a complete inspection of the County Home and State Convict Camp in August we did not visit them. The County Welfare afficer appeared before us and reported the County Home in a good condition and inmates well cared for but that the building needed painting on the inside and we recommend that this be done. We find that the audit of the County's finances for the fiscal year ending June 30, 1933 by the J. B. Rogers Company, Certified Public Accountants, has been completed and accepted by the County Commissioners. The Sheriff's settlement has been made as of first Wonday of October, 1933 and accepted by the County Commissioners, In Regard to estates, beg to report that we appointed a Committee ~ at the last Term of Court to investigate these. This Committee with the co-operation of the Clerk of the Superior Court, searched the records back to the year 1919 and found that 470 Administrators and Executors had not filed final accounts. Notice was given to all of these who could be located and since said notice was given, 169 of this mumbes have filed final account and many of the others are now in the process of settlement and therefore we recommend that this matter be continued until next term of Court and that the next Grand Jury follow up this investigation. In so far as we have been able to find there has been no embezzlement of funds in any of these estates but have not been settled through negligence in some cases and in a number of cases on account of the depressed conditions of the Country, where to have closed out the estates would have necessitated selling land or fore- \ close mortgages at a sacrifice. / The only exception to the above is cared for in one of the presentments attached to this report. The Grand Jury, beg leave to report we have passed on all bills given to us by the Solictitor. We visited the various County offices by committee and find the books and records kept in a business like way. We recommend three window shades be | laced in the Sheriff's Office. We also recommend the smoke pipe that leads rom the heating plant be repaired and base receptable for the Sheriff's Office and some changes in the wiring in the Treasurer's Vffice,. We visited the county jail in a body ad found eer ee nea white woman, 3 colored women, 1) white men and 6 colored men. The jail is well kept as far as we can find and the prisoners seem well provided for and given sufficient food. We visited the State Prison Camp and found 88 prisoners- 5% white men and 55 colored men. The condition of the camp is goode We found 15 hogs, 2 mules, 1 cow, and. thirty acres in cultivation. We visited the County Home and found 58 inmates-- 2) white women, 12 white men, 12 colored men, 9 colored women, and one boy and found the county home in good shape and the inmates well cared for. We found that they were wrking 5 colored prisoners and 1 white prisoner and tt they are well cared for. We found the farm to be handled in very good shape. We found 800 bales of straw, 555% bushels of wheat, 31) bushel of oats, 26 acres of corn planted and in good condition, 3 acres of peas, and 1# tons of old hay. We found ) mules, 1) cows, 10 calves, 35 hogs, 300 chickens, and 30 bushels of Irish potatoes. The Home and farm seemed to be very well handled. We wish to say that in the death of Mr. T. M. Halyburton, keeper of the county jail and Deputy Sheriff, the county has lossed one of it's best citizens and most efficient county officer and we as a body extend to his bereaved family our heart felt sympathy. Respectfully submitted, Report of Grang Jury/ August Term 1934. REPORT OF THE GRAND JURY. The Grand Jury passed on all Bills and Prezentments placed before them. We visited,by Committee, the County Home, the State Convict Camp, the County Jail and the offices of the Court House. COUNTY HOME We find 19 white men and 37 white women; 10 colored men and 9 colored women. The treatment was the very best. We found 4 mules on the County Farm, well kept; 18 head of cattle - 9 milch cows and 9 heifersz 28 head of hogs; 4,000 lbs. of meat; 250 bushels of wheat; 8,000 lbs. of flour; 300 bushels of corn; 50 Tons of hay. THE STATE CONVICE CAMP We found 87 prisoners, all white. The quarters were in first Class condition and the prisoners report good treatment. COUNTY JAIL We find the Gounty Jail in Good condition. We found 36 prisoners - 15 white men, 15 colored men; 1 white woman; 2 colored women. OFFICES OF THE COURT HOUSE We find that the offices of the Court House are in good condition and all records well kept. We, the Grand Jury, recommend that the Board of Education and the Board of County Commissioners, pay to the Bus Drivers of the Iredell County Schools, se-pata&@ a $1.50 per month each for the remainder of the School Term of 1936, as a supplement to their present salary of $8.50 per month allowed by the State of North Carolina. This is not to apply tc the Bus Drivers who are akeady receiving $10.00 per month. Respectfully submitted, af. FOREMAN OF GRAND JURY, for January Term, 1936. REPORT OF THE GRAND JURY Te Grand Jury passed on all Bills and Presentments placed before them. We visited, by Committee, the County Home, the State Convict Camp, the County Jail, and the offices of the Court House. COJNTY HOME We found 18 white men and twenty-nine white women; nine colored men and eight colored women; and nine convicts, all men, one white and eight colored. We also found four mules, fourteen milch cows and some other young cattle, 28 killing hogs, three brood sows and some pigs, We found plenty of good hay, seven hundred bushels of corn, eight thousand peunds of flour, two thousand pounds of bref and this flour and bran, was stowed at a nearby mill. We recommend that a short drain pipe be | put in leading from the deiry barn and that arrangements be made so that, hot water will be avsilsble for use at the colored peoples quarters. We think this is badly needed. Also the roof on one small building be repaired. eect STATE CONVICT CAMP We found eighty-seven prisoners here, al? white men. The quarters were in first class condition. COUNTY JAIL We found the Jail in good condition. We found thirty-six prisoners there, eighteen white men and two white women, fifteem colored mam and one colored woman. In our last report we recommended the fixing of some screen doors and windows and some fencing, we find that this has not been done. OFFICES OF THE COURTHOUSE Back door in rear of Court house needs new glaé@@é, also needs door checks for both front and rear doorS. Some of the glass in the basement windows ere broken and should be refilled. The toilets should be fixed with more up-to-date fixtures, the JakAtor reports some of them to be very unsatisfactory. We think some of the wiring in some of the offices should be changed to reduce fire hazards and make it more convenient for the occupants of the offices. We find some of the offices very much in needof additional space, we recommend that the County Commissioners look into the adviseability of utilizing the corriders jade of the building for making additional space for the offices of the Clerk of the Court and the County Accountant, We recommend that the Janitor be given some help,at least one or two days a week, by some woman to help in dusting and keeping the offices in better condition. ‘ Respectfully submitted, L. The prisoners number: 1 white woman, twenty-three white men, five negro women, and sigteen negro men. STATE PRISON CAMP We find the State Prison Camp in excellent condition. Seventy white men are there and plenty of provision consisting of thirteen hundred pounds of flour, two hundred and eighty-eight pounds of meat, forty-eight hogs. COUNTY HOME The County Home was found to be in good shape. Highteen white men, twenty-four white momen, nine negro men, six negro women, prisoners: three white men and two colored men. Ample supply of stock which is kept in good shape. Plenty of provisions for the inmates. We recommend that they repair a small house that is used for T. B. patients and now be used for a cancer patient. The crops on the farm are in good shape. OFFICES IN THE COURT HOUSE We recommend that a fountain be installed for the colored people in order that the employees of the court souse offices and white people of the county may have soie accessto the one now in the hall. The steirs in the basement need new runners., and the toilet facilities newd improving. The changes that have been made in the office of the Treasurer and Tax Collector has greatly improved the appearance of the Court House. We find that the records in the different offices are kept in good order. Prisoners number: 6 men colored) ,1 woman and 5 white men, We find ample supply of provisions, 700 cans of fruit, 1) mileh cows, eight head of young cattle, 37 hogs, 4% mules, 2 mule-colts, 11,263 pounds of flour on deposit at the mill, between 3 and | humdred bushels of wheat, 19 hams, and 400 chickens. OFFICES IN THE COURT HOUSE We find that the records in the different offices are kept in good order. We recommend that the Clerk of Court's and Sheriff's offices be repaired and re-finished. We find that it has been recommended that 4 foun#ain be installed for the colored people in order that the employees of the court house offices and white people of the county may have sole access to the one now in the hall, and finding further that it has not been done, we request that this recommendation be compléd with immediately. COUNTY JAIL We find that the jail is in very good condition, well kept and clean, however, the Jailer asks that he be supplied with some! new mattresses. In our August report we recommended that the fence around the jail be repoared, seeing that this has not been done, we again recommend that this be attended to as soon as possible. The prisoners humber: 12 white maigss who are county prisoners and 2 white males who are federal prisoners, 135 colered males and 8 colored females. STATE PRISON CAMP We find the State Prison Camp in excellent condition. Ninety white prisoners and plenty of provisions. COUNTY HOME We rind the County Home in good condition and prisoners well cared for, The mai® building needs some repair. 26 white women, 21 white men, 6 colored women and 7 colored men. 4 colored prisoners and 4 white prisoners and 1 colored woman prisoner. We find amply supply of provisions, 1218 jars fruit, 15 milch@ cows, 36 hogs, 3 male cows, 4 heifers, 4} mules, 2 mule colts, 200 bushels wheat, 8000 lbs. flour at mill, 800 bushels corn, 300 chickens, amply supply of hay in barn. OFFICES AT THE COURT HOUSE We find that the records in the different offices are kept in good order. We recommended in our lest neport that the Clerk of Court’s and Sheriff’s Offices be repaired ani re nished, we find that this recommendation has not been complied wit @ would insist that this be done right away, especially in the Clerk's office since the over-hea@ plastering is cracking and falling off. Cline, Judge Preéiding, We. the Gradn Jury for the October term have visited the the C ounty Home, by committee, and find the condition ant of buildings and grounds in fine shape. And the inmates are well pbheased with their treatment. There are thirty nine in- mates; one insane white Woman; one insane colored woman. All bedding and furniture is clean and sanitary. We visited the Chain Gang, by committee, and find five colored prisoners and three white prisoners. The condition of the prisoners, their sleeping quarters and bedding are as good as circum- stances will permit. They say they are will fed and humanely treatd. There eight mules at the Camp and all are in good condition. We, reccommend the abolishment of the Chain Gang for the following revseon; the cost and feeding and maintain of eight mules we estimate at $200.00 per month. The salary of suprintendent and two guard and the board of the same we estimate at $200.00 per month. We estimate the board of each prisoner at ¥10.50 per month, and his clothing at $2.50 per month. We, visited the Jail and the various county offices in a body and recommend that the walls of the Court room and all the offices be worked over and made decent and sanitary. We find some of the books of record in the Clerk's office are in bad sahape and rec ommend that they be rebound and reindexed. We, recommend that the plumbing in the Jail be overhauled, and new vedding be bought, and one of the padded cells repatred. We hope the needed repairs to seferal:. of the Cells be made as well as the repairs to the heating Plant in the Court House at as early date as possible.
