We, the Grand Jury for November Term 1909 of Iredell Superior Court, do hereby report that we have examined carefully all of the bills presented to us, by a careful examination of all obtainable witnesses. We have visited the County Home. by Committée and found every ing-in govd shape and the inmates well and properly caréd for,* “—~°"—~™- There is 27 inmates. 7 white males, and 10 whive females. 4 colored males and 6 colored females. 5 white and 5 colored inmates are of unsound mind. We recommend that two of the inmates of unsound mind be committed to the insane Asylun. We alos recommend that the sanitary and the general conditions be improved at once by better houses, etc. We found the Old Jail in very bad condition, .but the new jail is nearly complete and ready for occupancy. The prisoners are well feed and cared for. We heartily recommend the arrangements a::d plans of the new jail and we think it a credit to the County and State. ' We visited the Chain Gang by Commivtee. We found 15 white, and 25 colored convicts. 2 convicts are in bad health. They say they are well cared for. The average days work they report is eight hours, Water and sanitary conditions good. We found 6 good work mules. We recommend that the County Supervisors, be properly in- structed as to the law toughing their ducies, and their subordinates duties and see that the law is enforced and that each overseer is furnished with a copy of the road law. { We visited the County Offices and fpund. them properly kept. We recommend that some of the books in the Register ofDeeds Office ee ee ee re ee be rebound.. We recommend that a cement floor. be laid in the basement of the Court House around the privies, the old door shut and & new one cut and furnished with springs sv as to keep the odor from the basement from coming up stairs. , ay oes Respectfully. submitted, Porerumed Comneal POY fo the Honorable Court:- We, the Grand Jury, for January Term, 1910, Ire- 4e11 Buperior Court, do hereby report that we have examined carefully 211 bille presented to ue by # careful examination of all witnesses obtainable, We visited new jail in a body and found it in aplen« 444 confition in every particular, and think it a credit to County and State. The prisoners are well fed and well careaé for in every respect. We visited County Home, by committes, and found a total of 30 inmates; 5 white males; 12 white females; 7 col~- ored males; 6 coloyed females; 5 white females of mesound mind, all of whom are as well and properly cared far as present cone ditions will admit. a ..- We heartily recommeni that Coumty Commissioners levy @ special tax for the purpose of bailding a new home, the eld home being inadequate and unsafe. We visited ohain canz, by counittee, and found a total of $9 prisoners; 11 whites and 20 colored. They said they were well fed and cared for. iive stock was also in good condition, Ye visited County offices and found them in foot gondition and properly kept. The Grand Jury for the May term of Iredell County Superior Court teg leave to submit the following report; We appointed a eommittee to visit the County Home who found 20 inmates(12 white and & eolored)three of whpm gre blind and oneinsane and we recommend that the lunatie be sent to the insane asyiun. eet aca Gas ace Nc eeuW at ae ecce aagkl nm as possible Seier the eireumstances but it is dilapidated ané unsanitary,and we reeommend that the present property be disposed of,and a more suitable location be seeured near the county seat. We also appointed a eommittee to visit the ehain gang who found the eamp in good eomdition,and the prisoners report that they are well fed. There are 13 prisonera(5 white ana@ 8 colored) and we eonsider that the amount of work whieh is being done is very ereditable im view of the small foree employed. We find however that the roads built by the ehaim gang mo Ww uot taken eare of by the road overseers and the roads are alloed +o wash out and cave im at the sides,and unless somethimg is acne to take eare of them a large part of the amount expended for these roads will be wasted. We therefore reeommend that the overseers be required to repair the macadan roads at onee,and keep them in good condition until the new road law goes into effeet,after whieh time we reeommend that the ehain gang be used - ov otro eit. as a repair foree. We visited the county jail im a body,and the prisoners report that they are well fed,but that the jail is infeeted with vermin. This report is eomfirmed by the officers im uuk * aaeeee but we = not eonsider them to blame for tals condition as they tell us they have asked that- jail suits be provided for the prisoners when necessary,and that their request has not been granted. We therefore urgently reeommend that the jail be thoroughly disinfeeted,and that whem prisoners are brought there that they be examined,and if found infeeted with vermin or digease that eleam suits be furnished at the expense of the eounty. Unless something is done we fear that the eourt house is likely to be infected with vermin brought in by the prisoners. We find that the various offices in the eourt house are in good eqnudition and the. reeords are.well kept. . + Respeetfully submitted, /6 The. July 30th, 1913, The Grand Jury for the August Term of Iredell County Superior Court, respectfully submit the following report: a “e have acted on all bills of inditements brought before us, expect in a few cases where we could not act for Want of witnesses. tfe visited the County Home and found the buildines and other property in as good condition as could be expected under the circumstances, the buildings being very old, we found five white men and six white women, seven colored men and four colored women. We found the rooms neat and clean. the inmates say they are treated well and have plenty to eat | and wear. se visited the new buildings for the County Home, nowy under construction, and find one building ready for the roof, ani the foundations laid for two other buildings. “Te also visited the County Chain Gang and found twenty-one convicts, sixteen colored and five white men, we find they are well cared for, they told us they were treated kindly by Capt. Henry and the euards. ‘/e found six mules at the camp, all in good condition and well cared for, We found ‘the foundation under the convicts sleeping tent in bad shape and is liable to fall, we recommend that same he fixed at once, je visited the County Jail and found one /hite Woman and one White Boy, oneihite Woman insane, Fifteen Colored Men and One Colored Girl , they told us that they were well fed and cared for. fe inspected the cells and found them in food con~ dition, We also visited the kitchen and found Just outside oo imzedintely anger one of the Windows a ‘slpp tub, about two- 7 thirds full of the refuse from the kitchen, that the refuse 48 thrown‘ out the window into the barrel, that in doing thie it is -anriarine the walls of the building, besides heing very unsanitary, we reconmend that sone better meana be provided 4 for the refuse from the kitchen. Ye visited the 41**erent offices -in the Court House ana found then jn MOO A condition and the furniture ana records well cared for, except in the office of the County Superinten- dent of Public Instruction, we\ failed to find any minutes on record of the proceedings of the County Board of Lducation since April 5th, 1909. ‘/e understand that the County Board of Education meets once every month and we recommend that they have the proceedings of each and every meeting spread upon the minute book, which is kept in the office for this purpose.
