Present for the meeting were: Joe H. Troutman, Chairman Frances L. Murdock, Vice Chairman B. W. Campbell William A. Mills Samuel L. Ostwalt Staff present: J. Wayne Deal, County Manager Robert N. Randall, County Attorney Lois Troutman, Tax Administrator Jimmy Deaton, Appraiser Alice Fortner, Clerk to the Board CALL TO ORDER: By the Chairman INVOCATION: By the Chairman INDUSTRIAL BONDS - RUBBERMAID SPECIALTY PRODUCTS INC. MOTION from Commissioner Mills, second from Commissioner Murdock, to approve the following resolution: RESOLUTION APPROVING ISSURANCE OF BONDS BY THE IREDELL COUNTY INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY FOR RUBBERMAID SPECIALTY PRODUCTS, INC. WHEREAS, The Iredell County Industrial Facilities and Pollution Control Financing Authority (the Authority) has agreed to assist in the financing under the North Carolina Industrial and Pollution Control Facilities Financing Act (the Act) of an industrial project by Rubbermaid Specialty Products, Inc. in Iredell County; and WHEREAS, the Authority intends to issue its Industrial Revenue Bonds (Rubber- maid Specialty Products, Inc.), Series 1984 (the bonds), in the principal amount of $8,500,000 and sell such bonds in a public offering through Goldman, Sachs, & Co.; and WHEREAS, under NCGS 159C-4 the issuance of bonds under the Act must be approved by the governing body of the county in which the project is to be financed under the Act is located; and WHEREAS, this Board has previously held a public hearing with respect to the Bonds and approved in principle the project to be financed with the Bonds; and WHEREAS, if H. R. 4170 is adopted by Congress in substantially the form reported on March 5, 1984, the House of Representatives Committee on Ways and Means, there will be an annual "private activity bond limit" imposed on the issuance of obligations such as the Bonds in Iredell County; NOW THEREFORE, the Board of Commissioners of Iredell County, meeting in regular session at Statesville, North Carolina, on April 3, 1984, do the following: BE IT RESOLVED BY THE BOARD OF COMPSISSIONERS FOR THE COUNTY OF IREDELL: The issuance of the Authority's Industrial Revenue Bonds (Rubbermaid Specialty Products, Inc.), Series 1984 in the principal amount of $8,500,000 is hereby approved. To the extent required, this Board hereby declares that Bonds shall account for the first $8,500,000 of the 1984 "private activity bond limit" for Iredell County if such limit is imposed by law.
