Commissioner Boone said look at three things: 1. Proper function of the department. 2. Would it be more efficient if it is contracted out? For example the janitorial service is now contracted out. 3. If the function is done in house, is it being done more efficiently. It was brought up that the new sheriff has been discussing having the ECOM under his department. The question of whether it will continue under the county manager or under the sheriff will need to be answered. Mr. Mashburn said the county is now looking at about $100 million increase in the tax base. This includes Ralston -Purina who is planning to put a new feed plant here. Other departments considered for the ZBB for the first year are to combine tax collector and tax assessor into one department and using this as the ZBB model. Animal Control was also mentioned, because that department has grown from 1 to 11 people. The board finally settled on the SSB plan for Tax Assessor and Tax Collector and a plan to merge the two departments. Mr. Mashburn reviewed the board's wishes for the budget, which are: Capital Improvements Recreation Department - park in South Iredell Jail Zero Based Budgeting for tax supervisor and tax collector with the organizational component to combine the two departments. Goal to reduce the tax rates. There is expected to be a 58 to 78 increase in the base through the revaluation process and another 3 to 48 natural growth in the tax rate. There is also a good fund balance of 168. Board members said it is not known what the school boards will be requesting for capital funding this year. The board requested that increased spending be no more than the inflation rate in current expense. There should not be any new personnel or keep it at a minimum. It is anticipated that Iredell County's portion of the joint Jail project with Catawba County will be $5 to $6 million. It was also mentioned that a FAX machine for each commissioner's office would be helpful. Mr. Mashburn is to look into this matter.
