APPOINTMENTS BEFORE TEE BOARD
FOSTER & MCLELLAND - COMPREHENSIVE ANNUAL FINANCIAL REPORT:
Mr. Ronald McLelland, CPA with Foster & McLelland, came before the
board to present the annual financial report, which consists of 187
pages and six audit opinions. He called the board members,
attention to one of the opinions rendered in the report, which he
said was an unqualified opinion, the highest opinion they are
permitted to express.
Susan Blumenstein said they had a good, strong economic year
with a 15.9% fund balance in the General Fund. The revenues exceed
expenditures by $2.2 million. Revenues were 3.678 over budget and
expenditures were 4.748 under budget. It shows that the
commissioners made some good decisions and the department heads did
a good job. She is very pleased that they did not have a
management letter from the firm, which shows that every department
head is working toward financial accountability, she said.
Chairman Haire thanked Mr. McLelland and Mrs. Blumenstein and
said the board would receive this for information.
