Commissioner Hamby said a decision would need to be made at
this meeting this evening in order to get in on the October ballot.
Commissioner Boone said there were four reasons the May 1994
primary date would be preferable to the October date: (1) A larger
number of city voters would turn out to vote for municipal
officers, but there would be no reason other than the bond
referendum for voters in other parts of the county to go to the
polls. This would discriminate against the rural areas of the
county. (2) Since the polls would not be otherwise open in most
precincts, there would be an additional cost to the taxpayers of
paying the poll workers. (3) The Mooresville Schools and Mitchell
Community College both wished to be included in the referendum, but
did not yet have their requests ready. (4) As many as possible
should vote on important issues, and there would be a larger
turnout in a primary than there would be for a single -purpose
election.
