DECLARATION OF SURPLUS PROPERTY: Mrs. Evie Caldwell reported to the board that two horses have been awarded to Iredell County by the Courts because of neglect of the animals. The horses have been in the care of the county since April 15, 1993, and their condition has improved. The horses need to be sold. Prior to selling the horses, the law requires that the animals be declared surplus property. Staff recommends a private negotiated sale for the animals. MOTION from Commissioner Madison to adopt the following resolution: WHEREAS, The County of Iredell has possession of the following items of personal property which is surplus to its needs and desires to dispose of same. NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Iredell County that Evie D. Caldwell, Purchasing Agent, pursuant to the provisions of G. S. 160A-267 is hereby authorized to dispose of the personal property as listed for cash or good check by private sale, and the said Purchasing Agent is further authorized and directed to execute the necessary functions associated with this sale. VOTING: Ayes - 5; Nays - 0. 1993-94 BUDGET ORDINANCE: Mr. Mashburn said prior to the adoption of the budget, he wanted to discuss the changes made in the budget. The original budget presented was $48,629,323. The changes made to this point are: reduction in county commissioners' travel ($7,218), reduction in manager's telephone ($300), elimination of elections GIS computer system ($11,000), elimination of one part- time employee and the addition of one full-time employee for the Register of Deeds (increase $11,430), elimination of one of the two recommended inspectors in the Fire Marashal's office ($46,355),
