General Statutes of North Carolina, the Board hereby approves the issuance by the Authority of the
bonds described herein.
Section 4. The Clerk to the Board is directed to file a certified copy of this resolution with
the Department of Commerce.
Section 5. This resolution shall take effect immediately upon its passage.

MOTION by Commissioner Johnson forapproval of the following eight (8) consent agenda
items.
VOTING: Ayes - 4; Nays - 0
1. REQUEST FOR APPROVAL OF A CHANGE REGARDING THE ELECTING
COUNTY PLAN (Payment Calculations) (A more thorough description of this item can be found
in the briefing minutes. Briefly, the county has been mandated by the state to use the standard state
income plan. This means that income will be disregarded for three months as a job bonus for first
time employment and then 27.5% will be disregarded from gross earnings after the job bonus has
been exhausted.)
Commissioner Johnson made a statement that it appeared more amendments would have to
made to the county's electing plan for welfare reform. He also said "it appeared the State of North
Carolina wanted to punish everyone when they tried to put a person to work."
2. REQUEST FROM LAND DEVELOPMENT SERVICES FOR THE RELEASE OF
A CASH BOND FOR THE STONECREST AT IDLEBROOK SUBDIVISION (erosion
plan and grass seeding are completed): The planning supervisor advised during the briefing
session that Chris Davidson, of Land Development Services, had completed all of the work
associated with Bond #36585 in the amount of $1,500.
3. REQUEST FOR APPROVAL OF BUDGET AMENDMENT #18 FOR THE
SAFETY DIRECTOR'S DEPARTMENT & APPROVAL OF A SAFETY POLICY:
Allocation of the following amounts, to be taken from contingency, were included in the budget
amendment.
