BRIEFING MINUTES
OCTOBER 2, 2007
The Iredell County Board of Commissioners met in Briefing Session on Tuesday,
October 2, 2007, at 5:00 P.M., in the Iredell County Government Center (South Wing
Conference Room), 200 South Center Street, Statesville, NC.

CALL TO ORDER by Chairman Norman
REQUEST FOR THE CONSIDERATION OF AN AMENDMENT TO THE
ZONING ORDINANCE IN CONJUNCTION WITH CONDITIONAL ZONING
DISTRICTS: Planning & Development Director Ron Smith said conditional zoning districts
were more simplistic than the current method being used. He said new districts were created
with each approved rezoning request. Smith said the process had been approved by the North
Carolina Legislature, and all prior conditional use districts would be "grandfathered." He said
the staff was in favor of the newer method, and an advantage to the board would be the ability to
converse with both applicants and concerned citizens about the zoning districts prior to the
public hearing.
It was noted that Catawba County required a "conceptual site plan," and that time limits
were placed on the projects. Commissioner Johnson recommended for the staff to place
"compulsion" on the applicant to have a site plan too. He said that if a request went to the
planning board and was denied, then a solid plan needed to be crafted at least a week before
review by the commissioners.
Chairman Norman said many times the commissioners received requests that were
completely different from what had been reviewed by the planning board.
Commissioner Williams said he was in favor of time limitations.
Several of the board members mentioned that one year was a sufficient length of time for
applicants to complete their zoning projects.
It was the consensus of the board to allow the staff to pursue an amendment to the zoning
ordinance that would include the conditional use legislative process.
REQUEST FOR A PUBLIC HEARING ON TUESDAY, OCTOBER 16, 2007 AT
7:00 P.M., TO CONSIDER A ZONING JURISDICTION RELEASE TO THE TOWN OF
MOORESVILLE FOR LCB PROPERTIES LOCATED AT 357 MAZEPPA ROAD,
MOORESVILLE, NC: (Note: This request was added to the October 2 agenda.) Planning
& Development Director Ron Smith said this 84 -acre tract (formerly owned by the Henderson
family) was being proposed as an industrial park, and the Mooresville Town Board approved a
water/sewer extension request on September 4. Additionally, Smith said a voluntary annexation
petition had been filed, and the Town would review the request in June of 2008.
The board agreed to hold a public hearing at the next meeting regarding the zoning
jurisdiction release.
