BRIEFING MINUTES
SEPTEMBER 18, 2007
The Iredell County Board of Commissioners met in Briefing Session on Tuesday,
September 18, 2007, at 5:00 p.m., in the Iredell County Government Center (South Wing
Conference Room), 200 South Center Street, Statesville, NC.

CALL TO ORDER by Chairman Norman.
REQUEST FROM THE FIRE TAX DISTRICT BOARD, ON BEHALF OF THE
EBENEZER VFD, FOR FUNDING OF $464,830 TO BE USED FOR INSURANCE
RATINGS IMPROVEMENTS: Fire Tax District Board members Carroll Goodman and
Frank Phillips requested $464,830 from the Insurance Ratings Improvement One -Cent Fund.
Goodman said the following would be purchased:
• Fire engine $380,000
• 10 static water points (road construction) 6,000
• Turbo draft, five inch hose, adapters 5,000
• Loose Equipment 31,830
• 12 hydrants 42,000

Frank Phillips said the department would be inspected early next year, and a goal would
be for the entire district to have a six rating (currently it's split 6/9). He said lowering the rating
would save the homeowners $926,000 on their insurance premiums.
Commissioner Williams said some of the VFDs had not been inspected since the mid-
1980s. He said by law, the state would soon have to inspect them, and even though these VFDs
wouldn't have everything in order for better insurance ratings, they would at least know what
improvements needed to occur.
REQUEST FROM PENSKE REALTY, INC. (CASE No. 0709-1), FOR THE
POSTPONEMENT OF A PUBLIC HEARING UNTIL NOVEMBER 6: Planning and
Development Director Ron Smith said an attorney for Penske Realty had requested the
postponement of Case No. 0709-1 from the October 2 commissioners' meeting to the
November 6 meeting. Smith said the applicant would be researching noise or decibel levels prior
to the meeting.
Commissioner Robertson said OSHA had standards regarding noise and there was even
criteria regarding the cumulative effect. He requested that Mr. Smith ask the applicant to supply
this type of information at the public hearing, plus other noise level information, such as how
sound decreases as distance occurs.
Commissioner Williams said that due to not being able to converse with applicants and
the public before conditional use district rezoning hearings were held, he would feel more
comfortable postponing action on these cases. He said this way, the board would at least have
time to review the evidence presented during the hearing.
Smith said that in October, information on conditional zonings might be available. He
said this type of zoning was different from CUD zoning requests.
