MINI -RETREAT MINUTES
THURSDAY, SEPTEMBER 6, 2007
The Iredell County Board of Commissioners met in Special Session on Thursday,
September 6, 2007, at 8:00 A.M., with the members of the Iredell County Planning Board at the
Springhill SuiteslMariott Conference Facility (Lake Norman & Moore Rooms) located at 121
Gateway Boulevard in Mooresville, NC.

Staff present: County Manager Joel Mashburn, Planning & Development Director Ron
Smith, Assistant Planning Director Steve Warren, County Planner Matthew Todd, Assistant
County Manager Tracy Jackson, Cooperative Extension Director Ken Vaughn, and Clerk to the
Board Jean Moore.
CALL TO ORDER by Commissioner Norman.
PURPOSE OF THE MEETING: County Manager Joel Mashburn said the meeting
was a continuation of the February 2007 Winter Planning Session, and the planning department
needed guidance on the growth management options to pursue.
IRECTIVES/ SUGGESTION
O THE STAFF ARISING OUT OF THE MEETING ALONG WITH NE
PROCEDURES VOLUNTEERED BY THE PLANNING STAF
► Planning staff will review sketch plans with the Department of Transportation before the
Subdivision Review Committee meetings are held. (This should help with curb cuts, etc.)
► Planning staff will work with the health department regarding remote septic fields.
► Planning staff will provide more options regarding "open space" requirements.
► Planning staff will continue to look at a Growth Impact Analysis especially in regards to Fire
& Emergency Standards (Assistant County Manager Tracy Jackson said a new EMS
response time study could be developed.) Planning & Development Director Smith said
public water along with fire and emergency service standards/requirements could be included
in the analysis.
Note: The board of commissioners would like standards.
► Planning staff was directed to pursue Urban Service Area (USA) agreements. (It was
understood this might dictate separate agreements with the municipalities.)
► Planning staff was encouraged to pursue agricultural standards and a large lot district.
► Planning staff was granted permission to proceed with a Land Use re -write.
► Planning staff, voluntarily, started reviewing Lincoln County's Adequate Public Facilities
Ordinance and will evaluate it as to whether or not a similar ordinance might benefit Iredell
County. (After evaluation, information will be sent to each commissioner.)
