OTIO by Commissioner Tice to 1) Amend the County Land Use Plan, 2) Approve the
zoning map amendment and to make a finding that the approval was consistent with the adopted County
Land Use Plan and that said approval was reasonable and in the public interest due to its consistency with
the County Land Use Plan; as a result said approval furthers the goals and objectives of the County Land
Use Plan, and 3) approve the Conditional -Use Findings -of -Fact.

7258. Directions: I-77 south to exit 42, south on 21, left on Westmoreland Road site on left at
comer with Houston.
REOUESTED ACTION: Rezone the property from RA, Residential Agricultural Zoning
District to R -12 -CUD, Single Family Residential Conditional -Use District with the
following conditions:
1. Water and sewer must he provided and the subsequent development policies of the Town of
Troutman concerning water and sewer service must be followed (see attachment A),
2. The total number of lots that can be developed is 224.

TRAFFIC: The traffic capacities for Westmoreland Road and Houston Road were not
specifically addressed in the 1993 Iredell County Thoroughfare Plan. However, based on
similar roads within the County, it would appear that the design capacity would be between
8,000 and 9,000 ADTs. Westmoreland Road is currently paved for only a portion of its
length. As part of the approval from the Town of Troutman, the road will be completely
paved. In 2004, the estimated daily traffic count for Westmoreland Road was 650 vehicles per
day and 470 vehicles per day for Houston Road in 2005.
