BRIEFING MINUTES

CALL TO ORDER by Chairman Norman.
REQUEST FROM THE SHERIFF'S DEPARTMENT TO ADD SEVEN
ADDITIONAL VEHICLES TO THE LAW ENFORCEMENT FLEET: Chief Deputy Rick
Dowdle said numerous times throughout the year, the department did not have enough vehicles.
He requested permission to retain five marked and two unmarked vehicles rather than surplusing
them when new vehicles arrived.
County Manager Mashburn said four vehicles were already being used for backup, and he
recommended that these be added to the fleet. He said one of the backup vehicles could be used
by the new School Resource Officer.
Dowdle was asked if four would be sufficient, and he agreed. He requested, however, that
until new replacement vehicles arrived, that seven of the older vehicles remain in the fleet.
Dowdle said that once the new vehicles had been incorporated into the fleet, four of the older
models would be retained and the remainder would be surplused.
REQUEST FOR REVIEW/DISCUSSION OF A MINI -RETREAT IN SEPTEMBER:
County Manager Mashburn said Friday, September 7 or Saturday, September 8 were originally
proposed for a mini -retreat; however, both dates posed conflicts. He requested another date, and
the board chose Thursday, September 6 beginning at 8 a.m. (Location to be determined and
approximate adjournment time will be around noon.)
Mashburn said the growth management options chosen at the Winter Planning Session (as
follows) would be discussed at the retreat.
PREPARE A SMALL AREA PLAN FOR THE PERTH ROAD AREA
CONSIDER THE APPLICATION OF SPECIAL TAX DISTRICTS TO PRODUCE ADDITIONAL
REVENUE TO FUND IMPROVEMENTS FOR SERVICES

CONSIDER THE INCLUSION OF OFFICIALS FROM NCDOT AND BOTH COUNTY SCHOOL
SYSTEMS EARLY IN THE REVIEW PROCESS OF NEW SUBDIVISIONS BY ADDING THEM
TO THE SUBDIVISION REVIEW COMMITTEE (SCHOOL SYSTEMS TO PARTICIPATE ONLY
IN AN ADVISORY CAPACITY)
EVALUATE AN ADEQUATE PUBLIC FACILITY ORDINANCE (APFO) TARGETING AREAS
OF CRITICAL NEEDS
REQUIRE DEVELOPERS TO PROVIDE DOCUMENTATION FOR WATER AVAILABILITY
AND FIRE SUPPRESSION THROUGH THE DEVELOPMENT REVIEW PROCESS

EVALUATE URBAN SERVICE AREAS AND JURISDICTIONAL BOUNDARIES IN TERMS OF
RELEASE OF JURISDICTION PROCEDURES AND POLICIES; URBAN SERVICE AND
