Board Members Present Chairman Marvin Norman Vice Chairman Sara Haire Tice Steve Johnson Ken Robertson Godfrey Williams Staff present: County Manager Joel Mashburn, Deputy County Manager Susan Blumenstem, Tax Administrator Bill Doolittle, Recreation Director Robert Woody, Recreation Programs Administrator Michele Hepler, Purchasing Agent Dean Lail, EMS Director David Cloer, and Clerk to the Board Jean Moore. CALL TO ORDER by Chairman Norman. REQUEST FOR APPROVAL OF A RESOLUTION AUTHORIZING THE SALE BY PUBLIC AUCTION OF SURPLUS PERSONAL PROPERTY (VEHICLES & MISCELLANEOUS OFFICE EQUIPMENT): Purchasing Agent Dean Lail requested approval of a resolution to declare property surplus. He said a June 23 auction was scheduled. Commissioner Robertson asked if other organizations, such as the school systems, were aware of the items for sale. Lail said that on the agenda there was a request from a fire department for a couple of the vehicles. County Manager Mashburn said the county had an arrangement with Mitchell Community College where surplus vehicles were used in the Basic Law Enforcement Training classes. He said these vehicles, however, were leased and then returned to the county. Mashburn mentioned that other organizations could be notified about the surplus items. REQUEST FROM THE UNION GROVE VFD FOR TWO SURPLUS VEHICLES WITH EMERGENCY EQUIPMENT: Purchasing Agent Lail said the Union Grove VFD had requested two surplus vehicles with emergency equipment. He said all of the equipment had been stripped from the vehicles, and the Deputy County Manager had estimated a re -installation cost of $800 a vehicle. Mr. Lail said the vehicles were donated to the VFDs in the past, but direction or a policy, was requested from the board on these types of requests. Commissioner Williams said the county paid the insurance for the VFDs, and the transfers would only increase the costs. Commissioner Robertson asked the value for one of the cars. Lail said that at the 2006 county auction, a Crown Victoria Model Year 2000+ brought an average of $1,660 and an older model (1997-1999) brough $660. He said the vehicles would bring even more on-line with Gov Deals (Internet). County Manager Mashburn said the sheriff's department had requested seven of the cars. He said the county should be able to recoup whatever expenses were incurred to surplus the vehicles (removing decals, flashers and other emergency equipment). Commissioner Tice said a precedent would be set if one VFD was allowed to obtain two vehicles in the same year. Mashburn suggested the following policy regarding surplus vehicle transfers:
