1. Information on the short-term impact. (There will be $212,000 less in the county-
wide fund.)
2. Information on the long-term impact. (Lake Norman has also indicated an interest
in being independent.)
3. A growth plan. (Town of Troutman wants to extend water sewer. "We don't
want your area like Exit 36")
4. What are the implications on the hydrant/pumper truck funding discussed at the
winter planning session?
Robertson said a spreadsheet was needed with the information.
Troutman said four VFDs were included in the fire chief council's proposal to obtain lower
ratings. He said the Troutman VFD's proposal included two trucks, and the plan totaled $2
million. Mr. Troutman said discussions had already occurred with financial institutions. He said
graveling/grading alone would cost $75,000.00, and all of these costs could be removed from the
county -wide service district, if the department created its own tax district.
Commissioner Johnson read G.S. 69-25.1 as follows: "Upon the petition of thirty-five
percent of the resident freeholders living in an area lying outside the corporate limits of any city
or town, which is described in the petition and designated as fire district, the
board of county commissioners of the county shall call an election in said district for the purpose
of submitting to the qualified voters therein the question of levying and collecting a special tax
on all taxable property in said district, of not exceeding fifteen cents on the one hundred dollars
valuation of property, for the purpose of providing f re protection in said district. " He said that
even though the statute said, "the county shall call an election," it didn't say when it had to be
done. Johnson said this had to be mutually agreed upon.
Commissioner Williams said Fire Marshal Ramsey could easily delete Troutman from the
fire chief council's spreadsheet to determine the impact.
Mashburn said it was understood the board wanted to know the implications if the VFD
pulled out of the county -wide district, and the information needed to include the tax rate.
Troutman said the fire marshal's office had a copy of the funding formula, and it would be
easy to pull the VFD out of the plan. He asked if anyone needed to meet with him on the matter.
Commissioner Robertson said Troutman needed to be involved in the process.
(No action occurred on the request, it was removed from the agenda, but with consensus to
discuss the matter again during an upcoming budget session.)
All other May 15 agenda items were then discussed.
ADJOURNMENT: Chairman Norman adjourned the briefing at 6 p.m.
