BRIEFING MINUTES
SEPTEMBER 5.2006
The Iredell County Board of Commissioners met in Briefing Session on
Tuesday, September 5, 2006, at 5:00 P.M., in the Iredell County Government Center
(South Wing Conference Room), 200 South Center Street, Statesville, NC.
Present were:

Staff present: County Manager Joel Mashburn, Deputy County Manager Susan
Blumenstein, Assistant County Manager Tracy Jackson, Health Director Donna
Campbell, Social Services Director Don Wall, Social Services Income Maintenance
Administrator Lynn Deal, Social Work Supervisor Linda Bledsoe, Code Enforcement &
Planning Director Lynn Niblock Deputy Planning Director Steve Warren, Planner
William Allison, and Clerk to the Board Jean Moore.
CALL TO ORDER by Chairman Tice
ANNOUNCEMENT OF THE LAKE NORMAN VOLUNTEER FIRE
DEPARTMENT'S GRAND OPENING: Chairman Tice said Lake Norman VFD's
grand opening would be on Saturday, September 30, 2006 at 10 a.m. Tice said Lang
Delph, the VFD Chief, had indicated an invitation would be sent to each commissioner.
UPCOMING ITEMS TO BE DISCUSSED AT THE PLANNING BOARD
MEETINGS: Deputy Planning Director Steve Warren said a draft copy of the erosion
control ordinance would be e-mailed to each commissioner prior to the planning board
meeting on September 6. In addition, Mr. Warren said copies of the planning board's
agenda would be shared with the commissioners in the future.
REVIEW OF PLANNING/ZONING PUBLIC HEARING ITEMS: Deputy
Planning Director Steve Warren reviewed the following agenda items:
Case No. 0608-1: Randy & Gloria Hinson Property Request: Warren said the
applicant's attorney had withdrawn this request.
Expansion of a Nonconforming Use: Requested by Applicants John & Lillian Regan for
the Billy Lee & Rebecca Carter Property: Warren reviewed the four criteria needing
to be met to allow for this expansion.
Proposed Amendments to the Iredell County Zoning Ordinance: Warren said the
planning board and staff had been reviewing proposed zoning ordinance amendments in
"batches," and several were ready for the commissioners' review. In regards to the
proper body to hear nonconforming expansion requests, Mr. Warren said these were
handled differently throughout the state, for instance, (1) Catawba County allows the
board of adjustment to dispose of the requests (2) other counties do not allow
nonconforming expansions at all (3) some expansions are approved by the planning
staff and (4) some entities use the same procedure currently in use by Iredell County
(requests are heard by the planning board and then the board of commissioners). He
said the board of commissioners had many discretionary powers while the board of
adjustment, as a quasi-judicial body, did not.
The commissioners then questioned Mr. Warren on several aspects of the
proposed amendments.
Warren said there was no urgency regarding a decision on the amendments, and
they could be delayed until a later date.
