HomeMy WebLinkAboutC.054.93011_1179IREDELL COUNTY BOARD OF COMMISSIONERS BRIEFING MINUTES JUNE 06, 2006 The Iredell County Board of Commissioners met in Briefing Session on Tuesday, June 6, 2006, at 5:00 P.M., in the Iredell County Government Center (Commissioners' Meeting Room), 200 South Center Street, Statesville, NC. Present were: Chairman Sara Haire Tice Vice Chairman Godfrey Williams Steve Johnson Marvin Norman Ken Robertson Staff present: County Manager Joel Mashburn, Deputy County Manager Susan Blumenstein, Code Enforcement/Planning Director Lynn Niblock, Planning Supervisor Steve Warren, Planner Matthew Todd, Planner Rebecca Harper, Purchasing Agent Dean Lail, and Clerk to the Board Jean Moore. CALL TO ORDER by Chairman Tice. CONSIDERATION OF A FARMLAND PRESERVATION ORDINANCE AMENDMENT (Section 502.1): Jim Dobson, Chairman of the Farmland Preservation Board, joined the county planners to discuss this amendment. Dobson said many bona fide farm operations, such as poultry and tobacco, were not eligible to participate in the program due to low acreages. He said the amendment would assist these types of farming operations. Planning Supervisor Warren said the smaller farms, at times, could use the ordinance's protection. (The complete amendment is located in the regular minutes.) REQUEST FOR A RELEASE OF ZONING & SUBDIVISION JURISDICTION (ETJ) FOR CRESCENT RESOURCES TO THE TOWN OF TROUTMAN (PERTH ROAD, TROUTMAN, NC): Planner Rebecca Harper said Crescent Resources had applied for a release of zoning/subdivision jurisdiction due to a planned development near Perth and Autumn Leaf Roads in Troutman. She said Crescent's tract of land consisted of 505 acres; however, only 350 acres were involved in the request due to the remainder (155 acres) already being within the Town's jurisdiction. Mrs. Harper said Crescent planned to construct a residential development on the property. Commissioner Robertson said the request was a "textbook" example of growth occurring before infrastructure needs were met. Interim Troutman Town Manager David Saleeby said Crescent had asked for annexation, as had the property owner across the road (Broome property). Commissioner Norman asked if any green space or potential school areas had been designated on the property. Saleeby said there was nothing included for schools. (This item was further discussed at the 7 p.m. meeting.) INDEPENDENCE DAY PARADE: The county manager reminded the board members about the Independence Day Parade scheduled in Troutman, N.C., on Saturday, July 1, 2006.
