He said through a combination of topography and a force main, the back creek lift station was capable of carrying over a million gallons a day and would service the entire Old Mountain Road area to the interstate. Hites said that, in addition, the 3,500 linear foot section at 12 inches was designed to handle not just the airport effluent of a million gallons, but also the extension of Third Creek, which could, theoretically, carry gravity sewer all the way to the Town of Taylorsville. He said several of the property owners had asked if the 3,500 section of 12 -inch line was large enough. He said W.K. Dickson, the engineering company working on the project, at the request of the city, remodeled the entire basin and evaluated the potential users. Hites said the engineers felt that expanding the line to 15 inches was advisable due to it then creating a two million a day flow. He said this would allow one million gallons to flow all the way to Old Mountain Road and one million to flow along the Third Creek Basin out to I-40. Hites said the enlargement would open up a large area for economic development as well as to assist any residents with failing sewer systems. He said it was less expensive, at this point in time, to modify the project, and the Statesville council was recommending the change with the city and county splitting the costs. Commissioner Johnson said the project had changed several times in scope. He encouraged the $23,799 expenditure due to the potential commercial and industrial development (towards Highway 90). Commissioner Norman asked if the county would see a good return on the sewer investment. Hites said the city council recently approved two leases with Dale Earnhardt, Jr., and Darrell Waltrip at the Statesville Airport for aircraft worth over ten million dollars. He said the two aircraft hangars would be connected to the new sewer line. Commissioner Robertson noted that this still could have occurred with the 12 - inch line. Hires said, "The whole county is a moving target, and when you deal with a project that lasts one or two years, it shouldn't be surprising that requests are made for changes." He said, "The county is experiencing growth, and change is the nature of the world in which we live." Commissioner Robertson emphasized that the area should be built up either in commercial or industrial development since residential uses did not make that much of an impact on the tax base. Commissioner Johnson mentioned that major deals were being reported by the media, but the $2 or $3 million projects were not receiving much press. Hites said the Mooresville economic developer was marketing the Statesville airport right along with the industrial sites in Mooresville.
