BRIEFING MINUTES
FEBRUARY 1, 2005
The Iredell County Board of Commissioners met in Briefing Session on
Tuesday, February 1, 2005, at 5:00 p.m., in the Iredell County Government Center
(South Wing Conference Room), 200 South Center Street, Statesville, NC.
Present were:

Staff present: County Manager Joel Mashburn, Finance Director Susan
Blumenstein, Planning & Code Enforcement Director Lynn Niblock, Planning
Supervisor Steve Warren, County Planner Emily Jackson, Tax Administrator Bill
Doolittle, Mapping Supervisor Lee Anne Owens, EMS Director Lee Darnell,
Transportation Director Ben Garrison, and Clerk to the Board Jean Moore.
CALL TO ORDER by Chairman Tice.
Request from the Crossroads Behavioral Healthcare for Permission to
Sub -Lease Space at Two Facilities (Turnersburg Road, Statesville site &
East Center Avenue, Mooresville site) to Telecare Mental Health Services
of :North Carolina beginning March 1, 2005: County Manager Mashburn said
Crossroads desired to sub -lease a portion of space at the Statesville (Hwy. 21) and
Mooresville (East Center Avenue) site to an agency that planned to provide mental
health, developmental disabilities and substance abuse services. Mashburn said
Crossroads was seeking permission to enter into a contract for the sub -leasing. He said
it appeared the Mooresville contract already allowed for the sub -leasing, but the
Hwy. 21 agreement would need to be amended.
Finance Director Blumenstein mentioned that since Telecare was a for-profit
entity, the staff might need to check on whether or not the agency might have to pay rent
in lieu of property taxes.
Due to the staff needing to research G.S. 105-282.7, this request was deleted
from the agenda.
Discussion on the James W. Hoffner Property Situated at the Rowan &
Iredell County Border (house in Iredell County/dairy barn & other structures in
Rowan County): Tax Administrator Bill Doolittle and Mapping Supervisor Lee Anne
Owens shared information on property owned by James (Bill) Hoffner. They said Mr.
Hoffner had requested that his home be relinquished to Rowan County for taxation and
school purposes.
Owens gave the following timeline on what had occurred in achieving a recorded
county boundary line with the seven counties (Cabarrus, Davie, Mecklenburg, Rowan,
Wilkes, Yadkin & Alexander) that bordered Iredell County by land. (Catawba &
Lincoln County adjoin Iredell by water).
1992: Board of Commissioners adopts a resolution to determine the county line
due to 911 Telephone Services.
1996: County line adopted after receiving a North Carolina Geodetic Survey.
All counties sign the agreement with the exception of Cabarrus County.
1999: County lines officially recorded by the North Carolina Secretary of
State's Office.
