HomeMy WebLinkAboutC.054.93011_0522IREDELL COUNTY BOARD OF BRIEFING MINUTES JANUARY 4, 2015 The Iredell County Board of Commissioners met in Briefing Session on Tuesday, January 4, 2005, at 5:00 p.m., in the Iredell County Government Center (South Wing Conference Room), 200 South Center Street, Statesville, NC. Present were: Chairman Sara Haire Tice Vice Chairman Godfrey Williams Steve D. Johnson Marvin Norman Ken Robertson Staff present: County Manager Joel Mashburn, Finance Director Susan Blumenstein, Planning & Code Enforcement Director Lynn Niblock, Planner Emily Jackson, Planner Whitney Hobbs, Library Director Steve Messick, Animal Control Supervisor Robb Tatham, Sheriff's Chief Deputy Rick Dowdle, and Clerk to the Board Jean Moore. CALL TO ORDER by Chairman Tice. REQUEST FOR AN ADDITION TO THE AGENDA FROM THE CITY OF STATESVILLE PERTAINING TO SEWER CONSTRUCTION COSTS FOR THE STATESVILLE MUNICIPAL AIRPORT: Statesville City Manager Rob Hires and Statesville Engineer Wayne Lambert said the city had awarded airport sewer bids on January 3, 2005, to Buckeye Construction for $1,547,081,00. Hites said this amount exceeded the original engineering estimate by $484,081.00. He said the July 6, 2004, agreement between the county and city stipulated the county would pay one-half of the costs associated with the construction of sanitary sewer from the Third Creek outfall to the west side (Runway 10-28) of the airport. Hites said the county had added an addendum to the agreement requesting re -review of the project if the costs exceeded the $1,063,000.00 engineering estimate, and this was why he was advising of the cost difference. When asked if Evernham Motorsports would benefit from the project, Hites said there were two options available to provide assistance with one of them being to pump. He said the staff had looked at extending the output back towards Hwy. 70 to Third Creek. Hires said the other option would be a force main with a pump station. Commissioner Johnson asked about grant funds and the possibility of the county being reimbursed for its participation in the project. Hires said that for water and sewer, there was nothing available at this time. He said also, the agreement stipulated the city would be reimbursed first, for any funds it advanced for the project. REZONING & PLANNING REQUESTS: County Planners Emily Jackson and Whitney Hodges then explained the items from the planning department needing action at the 7 p.m. meeting. REQUEST FOR THE CONSIDERATION AND/OR APPROVAL OF A POLICY IN REGARDS TO THE ESTABLISHMENT OF AN ART ADVISORY COMMITTEE FOR THE NEW LIBRARY: Library Director Steve Messick, along with Friends of the Library members, Elizabeth Cannon, Linda Stikeleather, and Re Johnston attended the meeting to discuss the establishment of an Art Advisory Committee.
