IREDELL COUNTY BOARD OF COMMISSIONERS
PRE-AGENDA SESSION
March 19, 2024
The Iredell County Board of Commissioners met in pre-agenda session on Tuesday, March
19, 2024, at 4:00 PM, in the Commissioners’ Meeting Room located in the Iredell County
Government Center 200 South Center Street, Statesville, NC.

Staff present: County Manager Beth Mull, Deputy County Manager Susan Robertson,

Anderson.
CALL TO ORDER: Chair Neader called the meeting to order.
ADJUSTMENTS TO THE AGENDA: There were no adjustments to the agenda.
ADMINISTRATIVE MATTERS
Request from Tax Administration for approval of Refunds and Releases for February
2024: There were no commissioners’ names listed.
This item was placed on consent.
Request from Clerk to the Board for approval of the minutes from the meeting on
March 5, 2024: There were no additions or corrections.
This item was placed on consent.
UNFINISHED BUSINESS
Mull explained there was a follow-up from the Board’s retreat. There was additional
information available on the blue light poles. The information provided was from the Town of
Mooresville as they put in the poles at Liberty Park.
The Board agreed to discuss the matter at the 6pm meeting to allow Commissioner
Brown the opportunity to partake in the discussion.

COUNTY MANAGER’S REPORT
County Manager Beth Mull gave an update on the following:
• The dispatch changes regarding fall calls will become effective at 6am on March 20, 2024.
She expressed appreciation to Scott Niblock for programming the CAD late yesterday.
Training is being conducted in ECOM. Notification to first responders went out today. The
Fire Departments have been trained on refusals. Mull also thanked Medical Director Dr.
Stopyra.
• County Offices will be closed on Friday, March 29, 2024, in observance of the Easter
holiday.
The Board recessed at 4:07pm and will go into Closed Session at 5pm.

The Iredell County Board of Commissioners met in regular session on Tuesday, March 19,
2024, at 6:00 PM, in the Commissioners’ Meeting Room of the Iredell County Government Center,
200 South Center Street, Statesville, NC.

Recognition and presentation of plaque to Retiree Linda Hicks: Chair Neader
recognized Linda Hicks for her 37 years and one month of service to Iredell County.

PUBLIC HEARINGS
Public hearing to consider an economic development incentive for Project Thunder:
Jenn Bosser presented MacLean Curtis/MacLean Fogg for consideration of an economic
development incentive. The company is an automotive supply manufacturer and existing industry
located in Mooresville Business Park East. The company plans to invest $16,350,000 in new
machinery and equipment as it prepares to initiate new drive line component products for electric
vehicles. MacLean Curts/MacLean Fogg has 135 existing and plans to add a minimum of 14, up
to 28 new jobs with an average wage of $65,893. Bosser noted that the company was the first
tenant in Mooresville Business Park East with its purchase of 28 acres and the construction of a
96,000-square-foot facility.
Bosser requested approval of an economic development incentive to MacLean
Curtis/MacLean Fogg for up to $167,387 over a five-year period based on the company’s
investment of up to $16,350,000, creation of a minimum of 14 up to 28 new jobs.
Chair Neader opened the public hearing.

MOTION by Commissioner Houpe to approve an economic incentive of up to $167,387
over a five-year period based on the company’s investment of up to $16,350,000, and the minimum
creation of 14 new jobs up to 28 new jobs and contingent upon a contract being executed within
180 days.
VOTING: Ayes – 5; Nays – 0
Public hearing to consider a request regarding an amendment to the Land
Development Code: Planning Director Matthew Todd presented the following text amendment
for consideration.
Chair Neader opened the public hearing.
Etta Deans, an in-home childcare provider, spoke in support of the text amendment.
Chair Neader closed the public hearing.
County Attorney Lisa Valdez suggested the following sentence in Section R13 of the text
amendment: A family child care home may have ten (10) or fewer children in accordance with GS
110-91 (7)b be changed to A family child care home shall have ten (10) or fewer children in
accordance with GS 110-91 (7)b.
MOTION by Commissioner Stroud to approve the zoning text amendments and to make
a finding that the approval is consistent with the adopted 2045 Horizon Plan with the stated change

PLANNING STAFF REPORT
Proposed Text Amendment – Home Day Care
EXPLANATION OF THE REQUEST
Currently the Iredell County Land Development Code regulates family day care as an
allowed use in certain residential districts. This proposed amendment increases the total
potential capacity by 2 children for an in-home day care.
Existing text that is bold and with strike through is text to be removed. Text in red and
underlined is new text that was reviewed at the January 3rd Planning Board meeting. Text
in blue is revised.
STAFF COMMENTS
The NC Department of Health and Human Services permits and regulates both family
care and family child care facilities. This includes regular permitting and inspections of
these facilities. The County zoning permit is a one-time permitting process that reviews
the overall use. This year’s budget bill included revisions to the NC General Statute
defining family child care homes and capacity for these facilities. A family child care
home may also be referred to as a home day care. Currently our code limits the
capacity to 8 or less and was based on previous State regulations. This proposed
amendment would match the recent State changes including updating our definition
and capacity.
Relevant sections of the NCGS include sections 110-86, 110-91, and 160D-907. Session

A family care home with six (6) or fewer persons or a family day care home with eight
(8) or fewer persons may be operated as an accessory use to a principal dwelling per
GS 160D-907.

A family child care home shall have ten (10) or fewer children in accordance with GS
110-91 (7)b.
Section 16.4 Definitions
Family Child Day Care Home. A building used as a residence for a family which is also
used to provide child day care services on a temporary basis without transfer of custody
for eight (8) ten (10) or fewer children, for a fee. The family day care operator may have
up to a total of three (3) of their own children under the age of twelve (12) in the home
that are NOT counted. Any number over three (3) would count towards the eight (8)
children limit. (See Chapter 3, R 13)

MOTION by Commissioner Houpe to appoint Blair Richey to the Child Fatality
Prevention Team.

Board of Equalization & Review - 6 appointments
Carl Lombardo, Pressly Mattox, Kathy Hoover, and John Douglas have volunteered to serve
for the first time. Mark Adams and Jennifer Sherrill (alternate) have volunteered to serve for the
first time.
MOTION by Commissioner Houpe to appoint Carl Lombardo, Pressly Mattox, Kathy
Hoover, John Douglas, Mark Adams, and Jennifer Sherrill (alternate) to the Board of
Equalization & Review.
VOTING: Ayes – 5; Nays – 0
UNFINISHED BUSINESS
Blue Light Pole Discussion – Mull said this item is a carryover from the Board’s retreat
yesterday. She provided information obtained through the Town of Mooresville as they installed
them at Liberty Park. She explained that turfing was about to begin at Jennings Park and said it
would be a great time to decide on the Blue Light Poles. Mull said conduit could be put in at the
anticipated location of the poles and continue moving forward with the project.
The Board discussed the importance of public safety at Jennings Park and agreed to one
pole at the end of the parking lot and two on secluded areas of the walking trail.
Mull will bring a Budget Amendment for approval to an upcoming meeting. Project
Manager David Saleeby will work on the specific locations of the poles.
PUBLIC COMMENT PERIOD
John Taylor, 175 Rosewood Drive, Mooresville read highlights from Deuteronomy 1:16-
17 and 11 Chronicles 19: 6-7.
COMMISSIONER COMMENTS & UPDATES
Commissioner Stroud gave an update on Statesville High School’s Barber Shop.
Commissioner Houpe congratulated South Iredell’s Drill team for making it to nationals.

CLOSED SESSION
The Board held a Closed Session before the 6pm meeting and there were no action items
to report.
ADJOURNMENT
MOTION by Commissioner Brown to adjourn at 6:54pm. The next regular meeting is
Tuesday, April 2, 2024, at 6pm in the Commissioners’ Meeting Room, Government Center, 200
South Center Street, Statesville, NC.
