HomeMy WebLinkAbout01-16-2024 1 January 16, 2024 IREDELL COUNTY BOARD OF COMMISSIONERS PRE-AGENDA SESSION January 16, 2024 The Iredell County Board of Commissioners met in pre-agenda session on Tuesday, January 16, 2024, at 4:00 PM, in the Commissioners’ Meeting Room located in the Iredell County Government Center 200 South Center Street, Statesville, NC. Board Members Present Chair Melissa Neader Vice Chair Bert Connolly Scottie Brown Gene Houpe Brad Stroud, Sr. Staff present: County Manager Beth Mull, Deputy County Manager Susan Robertson, County Attorney Lisa Valdez, Finance Director Deb Cheek, and Clerk to the Board Amy Anderson. CALL TO ORDER: Chair Neader called the meeting to order. ADJUSTMENTS TO THE AGENDA: There were no adjustments to the agenda. ADMINISTRATIVE MATTERS Request from Parks & Recreation for approval of Budget Amendment #26 to accept a Parks & Rec Trust Fund Grant (PARTF) to build an all-inclusive playground at Jennings Park. Parks & Recreation Director Tate Osborne requested approval of Budget Amendment #26 to accept a Parks & Rec Trust Fund Grant (PARTF) to build an all -inclusive playground at Jennings Park. The Board expressed appreciation to Stacey McGlamery for her work on the grant. The playground will be a huge asset for the community. Request from Tax Administration for approval of the December 2023 Refunds and Releases. This item was placed on consent. Request from Clerk to the Board for approval of minutes from the meeting on January 2, 2024. There were no additions or corrections. This item was placed on consent. At this time, Chair Neader moved to Closed Session including matters related to litigation against Iredell County by Plaintiffs GRANT LAWRENCE, CONSTANCE HOLDINGS, LLC; 2 January 16, 2024 STARSAIL ADVENTURES, LLC, CAROLINA DESTINATIONS, LLC, AND AVANTSTAY SOUTHEAST. COUNTY MANAGER’S REPORT County Manager Beth Mull gave an update on the following: • Annual Employee & Retiree Luncheon is Thursday, January 18 from 11am – 1:30pm at the Statesville Civic Center. IREDELL COUNTY BOARD OF COMMISSIONERS REGULAR MINUTES January 16, 2024 The Iredell County Board of Commissioners met in regular session on Tuesday, January 16, 2024, at 6:00 PM, in the Commissioners’ Meeting Room of the Iredell County Government Center, 200 South Center Street, Statesville, NC. Board Members Present Chair Melissa Neader Vice Chair Bert Connolly Scottie Brown Gene Houpe Brad Stroud, Sr. Staff present: County Manager Beth Mull, Deputy County Manager Susan Robertson, County Attorney Lisa Valdez, and Clerk to the Board Amy Anderson. CALL TO ORDER by Chair Neader. INVOCATION: by Commissioner Houpe. PLEDGE OF ALLEGIANCE: led by Chair Neader. ADJUSTMENTS TO THE AGENDA: There were no adjustments to the agenda. MOTION by Commissioner Stroud to approve the agenda as presented. VOTING: Ayes – 5; Nays – 0 SPECIAL PRESENTATIONS & RECOGNITIONS Recognition of retiree Danny Williams. Sergeant Danny Williams has been with the Sheriff’s Office for eight years. In total, he has served the citizens of Iredell County for 50 years as a sworn law enforcement officer. Sheriff Darren Campbell congratulated Sergeant Danny Williams on his retirement. Sheriff Campbell said, “Danny is one in a million and a true officer’s officer.” 3 January 16, 2024 Vice Chair Connolly expressed appreciation for Williams for always having a smile on his face and a servant’s heart. Commissioner Houpe said Williams was one of his training officers at the Statesville Police Department. Houpe said the community greatly benefited from Williams’ many years of service. Commissioner Brown thanked Williams for his service to the community. Commissioner Stroud said Williams served the community with his father and grandfather. Representative Jeff McNeely explained that the State’s budget has been ratified and presented a check for $37 million, which he described as the County’s appropriation. The amount included $10 million for the Iredell County Fairgrounds and funding for the City of Statesville Regional Airport. APPOINTMENT BEFORE THE BOARD (None) PUBLIC HEARINGS Public hearing to consider an economic development incentive for Project Raven. Craig Goodson presented Corvid Technologies for an economic development incentive. Corvid Technologies was founded in Mooresville in 2004. In 2018, the company expanded with a $20 million expansion. Due to the company’s capabilities and growing technology capability, they want to expand and create a new manufacturing facility that would accommodate research, development, manufacturing, and warehousing. Goodson requested approval of an economic development incentive to Corvid Technologies for up to $721,463 over a seven-year period based on the company’s investment of up to $30 million, retention of 367 jobs, and the minimum creation of 27 new jobs up to 54 new jobs. Chair Neader opened the public hearing. No one wished to speak. Chair Neader closed the public hearing. MOTION by Commissioner Houpe to approve an economic incentive up to $721,463 over a seven-year period based on the company’s investment of up to $30 million, retention of 367 jobs, and the minimum creation of 27 new jobs up to 54 new jobs. and contingent upon a contract being executed within 180 days. MOTION by Commissioner Brown to approve the consent agenda. VOTING: Ayes – 5; Nays – 0 ANNOUNCEMENT OF VACANCIES OCCURRING ON BOARDS & COMMISSIONS (None) APPOINTMENTS TO BOARDS & COMMISSIONS (None) UNFINISHED BUSINESS (None) PUBLIC COMMENT PERIOD John Taylor, 175 Rustwood Drive, Mooresville, spoke on the Doctrine of the Lesser Magistrates. COMMISSIONER COMMENTS & UPDATES Commissioner Houpe congratulated Miss North Carolina Taylor Loyd for being selected to the Top 11 in the Miss America pageant. Loyd served as Miss Statesville before being crowned Miss North Carolina. Commissioner Brown said it was election year and it is important more than ever for everyone to work together. Commissioner Stroud expressed his appreciation to all of the public safety departments for their service. Stroud also recognized the local volunteer fire departments and their annual award winners. Chair Neader said it is important for the Board to share information accurately and thoroughly even when it is difficult to do so. Neader encouraged anyone running for office to have the same thought processes. 5 January 16, 2024 NEW BUSINESS (None) COUNTY MANAGER’S REPORT County Manager Beth Mull gave an update on the following: • Annual Employee & Retiree Luncheon is Thursday, January 18 from 11am – 1:30pm at the Statesville Civic Center. • Mooresville Graded Schools Legislative Breakfast is Thursday, January 18 at 9am. CLOSED SESSION The Board held a Closed Session before the 6pm meeting and there was one action item to report. MOTION by Commissioner Houpe to call for a public hearing on February 6, 2024, at 6pm to consider an economic development incentive for Project Zeus in the amount of $912,352 over a seven-year period based on the company’s $38,560,000 investment in Iredell County. VOTING Ayes – 5; Nays – 0 ADJOURNMENT MOTION by Commissioner Brown to adjourn at 6:58pm. The next regular meeting is Tuesday, February 6, 2024, at 6pm in the Commissioners’ Meeting Room, Government Center, 200 South Center Street, Statesville, NC.
