PRE-AGENDA MINUTES
March 19, 2019
The Iredell County Board of Commissioners met in pre-agenda session on Tuesday, March
19, 2019 at 5:00 PM, in the Iredell County Government Center 200 South Center Street, Statesville,
NC.

CALL TO ORDER: Chairman James Mallory called the meeting to order.
ADJUSTMENTS TO THE AGENDA: There were no adjustments.
ADMINISTRATIVE MATTERS
Request from ECOM to proclaim the month of April as 9-1-1 Education Month and
April 14-20 as Telecommunicator Week: ECOM Public Relations Committee Leader Tera
Dufault asked the Board to acknowledge April as 9-1-1 Education Month and April 14-20, 2019
as the National Public Safety Telecommunicators Week. This week is designed to show
appreciation to telecommunicators. There is a widespread misuse of the 911 system, including
prank and non-emergency, which can result in costly and inefficient 911 emergency response
services. Therefore, it is critical to educate all ages to proper use of 911. The increasing population
of hard of hearing, deaf, blind, and individuals with speech disabilities increasingly communicate
with non-traditional text, video, and instant communication services anticipate that these services
will be able to connect directly with 911. Thousands of 911 calls are made every year by children
properly trained on the use of 911 resulting in lives saves, which shows the dire importance of
training children early in life about 911.
This item was placed on consent. However, the proclamation will be read into the record
during the regular meeting.
Chairman Mallory expressed sincere appreciation to all the telecommunicators who work
behind the scenes.
Dufault said ECOM took over 269,000 calls in 2018. The average person calls 911 once in
their lifetime. It is important to have the ability to educate the public on what to expect when they
call 911.
Request from Emergency Management for approval of a resolution granting
authority to execute and file applications for federal assistance from Tropical Storm
Michael: Fire Services and Emergency Management Director Kent Greene said Tropical Storm
Michael came through the area six months ago causing some substantial damage. The storm also
caused damage at Solid Waste. Most of the reimbursed expenses will be through time and

equipment used during the storm. Greene requested approval of the resolution to allow him to
execute and file applications for federal assistance.
Chairman Mallory expressed appreciation to Greene for all of the leadership during both
hurricanes that threatened the area last fall.

Request from the Solid Waste Department for approval of an agreement to purchase
a lube truck body from Taylor Pump and Lift Inc.: Solid Waste Director David Lambert
requested the purchase of a lube truck to install on a truck purchased earlier this year. The purchase
price of $87,780 came in below the formal bid threshold.

Request from Tax Administration for approval of February Refunds and Releases:
This item was placed on consent.
Request from Administration to adopt the Local Government Records Retention and
Disposition Schedule as provided by the Department of Natural and Cultural Resources:
County Manager Beth Jones requested that the Board adopt the recently updated the Local
Government Records Retention and Disposition Schedule. The North Carolina Department of
Natural and Cultural Resources updated the schedule effective March 1, 2019.
Chairman Mallory asked if items are ever removed from the schedule.
Jones said time tables may change but it is rare that anything is taken off the schedule.

Request from Clerk to the Board for approval of minutes from the meeting on March
5, 2019: There were two corrections under Adjournment.

COUNTY MANANGERS REPORT
County Manager Beth Jones gave updates on the following item:
A booklet of the NC Association of County Commissioners’ Legislative Goals was
distributed to the Board. All NC counties were asked to submit goals. The ones
outlined in the book were picked by the association to support and endorse to
legislators.

Commissioner McNeely reported that the Agricultural Steering Committee had a
conference call this week, but there is nothing new to report.
Chairman Mallory pointed that the latest house bill aligning the school calendar with the
community college calendar is moving forward for 20 plus counties, but Iredell County is not
included.
Chairman Mallory moved into Closed Session at 5:14pm.
The Board returned from Closed Session at 6:50 and recessed until the 7pm meeting.

The Iredell County Board of Commissioners met in regular session on Tuesday, March 19,
2019 at 7:00 PM, in the Commissioners’ Meeting Room of the Iredell County Government Center,
200 South Center Street, Statesville, NC.

CALL TO ORDER by Chairman Mallory.
INVOCATION: Chairman Mallory asked everyone to bow their heads for a moment of
silence, particularly remembering victims of the Christ Church massacre in New Zealand as well
as flood victims in the Midwest.
PLEDGE OF ALLEGIANCE led by Chairman Mallory.
ADJUSTMENTS TO THE AGENDA
There were no adjustments to the agenda.
MOTION by Commissioner Norman to approve the agenda as presented.

PRESENTATION OF SPECIAL RECOGNITIONS & AWARDS
APPOINTMENTS BEFORE THE BOARD
Request from Dave DeFehr to discuss the potential adoption of the “Brunch Bill”
Ordinance: Dave DeFehr, owner of Daveste Vineyard, said the City of Statesville and Towns of
Troutman and Mooresville have already passed the “Brunch Bill”. Because of this, customers in
the surrounding area assume that the vineyard opens at 10am. The vineyard receives request for

baby and bridal showers on Sunday mornings. The vineyard can host the event, however, alcohol
cannot be served until noon.
Vice Chairman Bowles asked if the alcohol remains on premise.
DeFehr said consumers can drink on premise and the vineyard also sells bottles of wine
Commissioner McNeely said the “Brunch Bill” does allow the Board the option of
Chairman Mallory thanked DeFehr for sharing his desire with the Board. The issue is not
for the Board to entertain, however, the Board will take it under advisement. If a member feels
the need to discuss the issue further the matter will be placed on a future agenda. Chairman
Mallory said the municipalities have a more liberal approach for what goes on Sunday mornings
and DeFehr may want to look into annexing the property into the Town of Troutman. The issue
is jurisdictional.

ADMINISTRATIVE MATTERS
Request from ECOM to proclaim the month of April as 9-1-1 Education Month and
April 14-20 as Telecommunicator Week: ECOM Public Relations Committee Leader Tera
Dufault said April has been designated as National 911 Education Month and April 14-20 as
Telecommunicator Week. The PR committee has a goal to put a face with the name behind the
radio and telephone by going into the community and educating all ages on what they should
expect when calling 911. ECOM took over 269,000 calls in 2018. The average person calls 911
once in their lifetime.
Commissioner Norman asked for a breakdown on the number of calls per day, week, or
month.
Dulfault will send those numbers to the Board.
Chairman Mallory said ECOM is the first reach in a long chain of response that can cover
a number of different emergency services. To get the right equipment at the right time the
telecommunicator must distill the information in a stressful environment while people are under a
great deal of duress.
PROCLAMATION
National 9-1-1 Education Month April 2019 &
April 14-20, 2019 National Telecommunicator Week
WHEREAS, 9-1-1 is nationally recognized as the number to call in an emergency to receive immediate help from
police, fire, emergency medical services, or other appropriate emergency response entities; and
WHEREAS, 9-1-1 was designated by Congress as the national emergency call number under the Wireless
Communications and Public Safety Act of 1999 (Public Law 106-81); and
WHEREAS, the ENHANCE 911 Act of 2004 (Public Law 108 -494) established enhanced 9-1-1 as a high national
priority as part of our Nation's homeland security and public safety; and

WHEREAS, people of all ages use 9 -1-1, and it is critical to educate the public of all ages on the proper use of 9 -1-
1; and
WHEREAS, a growing segment of the population, including the deaf, hard of hearing, deaf-blind, and individuals
with speech disabilities increasingly communicate with nontraditional text, video and instant messaging
communications services and anticipate that these services will be able to connect directly to
9-1-1; and
WHEREAS, thousands of 9-1-1 calls are made every year by children properly trained on the use of 9 -1-1, resulting
in lives saved which underscores the critical importance of training children early in life about 9 -1-1; and
WHEREAS, there is widespread misuse of the 9-1-1 system, including prank and non-emergency calls, which can
result in costly and inefficient use of 9-1-1 and emergency response resources.
NOW, therefore, I, James B. Mallory III, County Commissioner of Iredell, do hereby proclaim April 2019 as
National 9-1-1 Education Month and April 14-20, 2019 as National Telecommunicator Week. I call upon all
government officials, parents, teachers, school administrators, caregivers, businesses leaders, non -profit
organizations, and the people of the United States to observe this month with training, events, and activities to
educate the public on 9-1-1. Furthermore, to honor during this week those Public Safety Telecommunicators who
have dedicated their lives to providing this vital emergency service.

COUNTY MANAGER’S REPORT
County Manager Beth Jones gave updates on the following item:

CLOSED SESSIONS
Chairman Mallory said a Closed Session relating to Property Acquisition G.S. 143-318-11 (a) (4)
and Economic Development G.S. 143-318.11 (a) (5) was held immediately after the pre-agenda
meeting.
MOTION by Commissioner McNeely to call for a public hearing on April 2, 2019 at 7pm
regarding a maximum economic development incentive of $400,000 over a three -year period for
Project G2, based on a $25 million investment in Iredell County.
VOTING: Ayes – 5; Nays – 0
MOTION by Vice Chairman Bowles to call for a public hearing on April 2, 2019 at 7pm
regarding a maximum economic development incentive of $72,000 over a five-year period for
Project Spool, based on a $4.1 million investment in Iredell County.
VOTING: Ayes – 5; Nays – 0
MOTION by Commissioner Houpe to call for a public hearing on April 2, 2019 at 7pm
regarding a maximum economic development incentive of $63,000 over a give-year period for
Project Sport, based on a $4,631,374 investment in Iredell County.
VOTING: Ayes – 5; Nays – 0
Chairman Mallory said these projects are three of many in the pipeline that have been
worked on be the Economic Development team headed by Russ Rogerson. Rogerson will be
moving to West Virginia to work with a unique umbrella organization, pulling together a number
of different economic developments organizations. Chairman Mallory expressed appreciation to
Rogerson for the great job he has done for Iredell County. Rogerson shepherded the merger of the
Mooresville-South Iredell Economic Development Corporation and the Greater Statesville
Regional Development Corporation, which was a tremendous boom to the County. The results
speak for themselves. The Economic Development Corporation Board is working on a search
process that may take up to six months to complete. In the meantime, Chris Younger will be
stepping up to the plate.

be Tuesday, April 2, 2019, 5:00 PM, in the Commissioners’ Meeting Room, Government Center,
