February 5, 2019
The Iredell County Board of Commissioners met in pre-agenda session on Tuesday,
February 5, 2019 at 5:00 PM, in the Iredell County Government Center (South Wing Conference
Room), 200 South Center Street, Statesville, NC.

CALL TO ORDER: Chairman James Mallory called the meeting to order.
ADJUSTMENTS TO THE AGENDA: Chairman Mallory added Item VIII.9,
Distribution of Information Packet requested by the General Governmental Task Force in
preparation of the Winter Planning Session, under Administrative Matters.
ADMINISTRATIVE MATTERS
Request from Partners Behavioral Health Management to adopt a resolution in
support of Partners as the County’s choice for Local Management Entity/Managed Care
Organization: Partners Behavioral Regional Director of Community Operations Jeff Eads
explained that the Partner’s board feels hopeful that with the help of the resolution the Secretary
may feel influenced to leave the area as it is without further breaking it up. According to N.C.G.S
122 (c) it is the right of counties to choose who they align with.
Commissioner Norman said there should not be any doubt left in Raleigh’s mind.
Vice Chairman Bowles agreed.
Chairman Mallory asked why the distinction of coming up with another alignment for
mental health services.
Eads said Partners currently works under a 1915 Medicaid waiver. North Carolina is
switching to an 1115 waiver. Partners manages the behavioral health side and the physical health
side is splintered off. Physicians who bill Medicaid do not bill through Partners but on the mental
health side they do. In the 1115 waiver a person’s whole healthcare including physical, pharmacy,
and behavioral health will be under one management of care. Private insurances company will
manage people who have mild type issues. Partners under a tailored plan will handle needs that
are more complex.
Commissioner Houpe asked if Partners collaborate with the school systems to offer
services. They are in dire need of services.

Eads said there is a superintendent’s forum on March 11, 2019 and that topic can be added
to the agenda. There are currently some Medicaid billable services available in the schools.
Children’s Hope Alliance works with the school system. Partners is only available to funds
services for the students that qualify for Medicaid benefits. This creates a gap for the privatel y
insured students.
Chairman Mallory said do the students have to have a case open with DSS to qualify.
Eads say no, but they must meet the economic requirements.
Commissioner Houpe said it would be nice for the school system to have a comparative
for providing a service to the students in lieu of a full time professional.

Whereas, Partners Behavioral Health Management (“Partners”) has served Iredell County as our Local Management
Entity/Managed Care Organization (LME/MCO) for many years; and
Whereas, Partners has provided exceptional and often innovative services in Iredell County in the areas of Mental Health,
Substance Use, Intellectual/Developmental Disabilities (MH/SU/IDD), Opioid Crisis Management, Social Determinants of Health
(SDOH), Whole-Person Integrated Care (WPIC) and many other related areas; and
Whereas, Partners has formed and continually nurtures strong collaborative relationships and engagement with a comprehensive
group of stakeholders such as City Government, County Government, Law Enforcement, Sheriff, Police, Department of Health
and Human Services, Juvenile Crime Prevention Council, Social Services, Courts an d Hospitals; and
Whereas, Partners uses highly trained, caring and educated professionals to ensure provision of timely, appropriate care to all
eligible consumers guided by Partners’ calling of “Improving Lives. Strengthening Communities”; and
Whereas, Partners uses this county’s statutorily mandated maintenance of effort (MOE) funding within our county in a manner
consistent with our wishes and needs; and
Whereas, Partners is highly responsive to and keeps our county stakeholders and leaders well informed, including dedicated staff
and communications customized to our needs and desires; and
Whereas, pursuant to state law, including North Carolina General Statute §122C-115(a3), North Carolina counties have a legislated
right to choose their LME/MCO; and
Whereas, North Carolina legislative and regulatory actions are providing “Medicaid Transformation” decisions and plans –
substantive and budgetary -- that might jeopardize these benefits this county enjoys being aligned with Partners;
Now Therefore, Be It Resolved, that Iredell County wholeheartedly and without reservation reaffirms its choice of Partners
Behavioral Health Management as our LME/MCO; and further insists that any Medicaid Transformation that changes regions
served by LME/MCOs and “Tailored Plans” preserve this choice the County remain aligned with Partners and in Partners’ present
and future “catchment area” or “region,” with full, reliable and adequate funding and authority to continue Partners’ excepti onal
work with us and our citizens.
Request from Planning & Development to consider calling for a public hearing on
February 19, 2019 in regard to a request by Stoney Ridge Properties, LLC to release zoning
and subdivision jurisdiction to the Town of Mooresville: Planning Director Matthew Todd said
the property is off Cornelius Road. The developer is looking to expand the parking and there are
some watershed issues so the two parcels is necessary to add to the existing businesses for a
detention pond.

EXPLANATION OF THE REQUEST

Ronnie L. Smith, with Stoney Ridge Properties LLC, has requested the zoning and subdivision jurisdiction of 4.11
acres of a 25.8 acre tract be released to the Town of Mooresville. The proposed use of the property is for location of
stormwater control measures for two adjacent developed tracts.

PROPERTY INFORMATION
LOCATION: Behind 116 & 126 Exmore Road in Mooresville; more specifically
identified as a portion of PIN # 4648930955.
DIRECTIONS: Cornelius Road near the intersection of Exmore Road.
SURROUNDING LAND USE: This property is surrounded by residential &
industrial uses.
SIZE: The property is 4.11 acres of a 25.8 acre tract.
EXISTING LAND USE: The property is currently vacant.
ZONING HISTORY: This property has been zoned M-1 CUD since 2000. The
conditions on the zoning applied to a portion of the property near Oakbrook Subdivision, which is not adjacent to this
portion of the property. The adjoining properties to the southeast are already in Mooresville’s ETJ.
OTHER JURISDICTIONAL INFORMATION: This property is located within Mooresville’s short range USA
boundary. Because the proposed use of the property is for stormwater controls only, there will be no development
and no need for utility extension. The Town Planning staff has submitted a letter of acknowledgement which has been
included in the packet.
OTHER SITE CHARACTERISTICS: This property is located in the Catawba/Lake Norman WSIV-CA water
supply watershed, therefore there are mi nimum lot size/impervious coverage restrictions.
IMPACTS ON LOCAL INFRASTRUCTURE AND/OR FACILITES
TRAFFIC: In 2017, the average number of vehicles per day on this section of Cornelius Road was 8,600. However,
since the proposed use for the property is stormwater controls, no additional traffic would be generated for this site.
SCHOOLS: Because this is property is being used for commercial purposes, there should be no implications on local
schools.
STAFF COMMENTS
STAFF COMMENTS: From a Planning perspective, this request meets the criteria for release of zoning and
subdivision jurisdiction. The parcel would be joined to other parcels already within the Town’s jurisdiction. The
Town Planning staff is in support of this request. The 2030 Horizon Plan recommends Employment Center-
Office/Institutional Uses for this area. The Planning staff recommends in favor of this request.
Request from ECOM for approval of a Memorandum of Agreement with Carteret
County to serve as in-land backup for 911 communications: ECOM Director Candy Strezinski
explained that the County assisted Carteret County during the last hurricane. Since then, Carteret

has asked the County to serve as their in-land back for any major instances. Carteret does have a
local backup.

Request from Tax Administration to present the report of unpaid taxes that are lines
on real property and set the advertising date: Tax Collector Bill Furches provided a list of
unpaid taxes that are liens on real property to the Clerk to the Board. The advertising date for
delinquent taxes has been set for Wednesday, March 20, 2019. Collections are comparable to last
years. Collections were a little behind in December but caught up in early January. Delinquent tax
notices will be mailed Friday, February 8, 2019.
Commissioner McNeely asked about the cost of advertising.
Furches explained that every person listed in the ad is charged $2 for the cost of advertising.
The listing is a separate listing in both the Statesville Record & Landmark and the Mooresville
Tribune.

Request from Tax Administration to appoint Susan Warren and Kellie Roper as
Deputy Tax Collectors pursuant to N.C.G.S. 105-349 (f) to a term ending June 30, 2021: Tax
Collector Bill Furches said Susan Warren is one of his assistants and has been with the County for
20 years. Kellie Roper is a delinquent tax collector and doing a great job. By appointing them
Deputy Tax Collector, they will be able to sign their name and do anything the Tax Collector can
do, under his direction.

Commissioner McNeely asked Mr. Furches to find out how much property tax is collected
on farm equipment. A lot of farmers are struggling right now and it would be interesting to know
what the County is collecting on their equipment.
Furches said farmers get close to a billion dollar break on farm use land. He will gather a
report for the equipment.
Request from the Finance Department for approval of budget amendment #27 to
move the Risk Management/Insurance position from Finance to Human Resources: County
Manager Beth Jones explained this position is budgeted in Finance. When Jean Haun retired staff
left the position open to figure out the best approach. Staff now feels that the best fit for this
position would be to move it to Human Resources so that it can be tied in with safety. Staff feels
this is a logical step. A member of the Human Resources staff is currently handling safety. Safety
and Risk Management/Insurance will become one position. That position will work closely with
Finance and Asset Management to ensure that all assets are covered. No new money is being
requested.

Commissioner McNeely said Risk Management is very vital to the County.
Jones agreed. It is so closely tied to safety and worker’s compensation.

Request from the Finance Department for approval of budget amendment #28 to
appropriate the second year of a three-year technology lease payment to Iredell-Statesville
Schools: Finance Director Deb Cheek said in February 2018 Iredell-Statesville Schools requested
to enter into a three-year lease for computers. The Board approved the request and the schools
moved forward. A payment was made in 2018. The school system is requesting $900,000 this
budget year and next. The school system has reserved this money out of their capital funds put
aside for this specific purpose. The request is to appropriate these funds.

on February 15 & 16, 2019: Commissioner Gene Houpe said this information is to refresh the

Town of Troutman Planning Board – 1 appointment
Chairman Mallory said Chairman Layton Getsinger resigned from the Planning Board.
Town Council has nominated ETJ Alternate Barry General to fill Getsinger’s unexpired term.
Grace Beasley, Carlton (Brad) Joyce, and Brent Tedder have volunteered to fill the vacant
alternate position. Of the applicants, Council has nominated Grace Beasley to fill the alternate
position.
Commissioner Houpe said the Board indicated in the past that the alternate would be
moved up unless there is a valid reason not to. This is what the Town is doing in this case.
Juvenile Crime Prevention Council – 1 appointment
COUNTY MANANGERS REPORT
County Manager Beth Jones gave an update on the following items:
Winter Retreat is Friday, February 15, 2019 from 8:30AM – 5PM and Saturday,
February 16 from 8AM – 12PM at the Public Safety Complex.
Tax Reappraisals were mailed Monday, February 4, 2019. If someone wishes to
appeal, it must be filed within 30 days of the date of the notice.
The Board moved into Closed Session at 5:40PM.
The Board moved from Closed Session to the regular session at 6:45PM.

PRESENTATION OF SPECIAL RECOGNITIONS & AWARDS
APPOINTMENTS BEFORE THE BOARD
PUBLIC HEARINGS
Public Hearing for the consideration of an economic development incentive for
Project Blue Ribbon: Chris Younger said Iredell County Economic Development is proud to
announce Project Blue Ribbon’s potential plans to expand and update their existing
manufacturing facility located in Mooresville, NC. They have been operating in Mooresville for
many years now and have completed a previous expansion during their time here, growing
substantially. Details of the company and their manufacturing cannot be disclosed at this time,
but we will disclose more information at a later date when we announce their name. They plan to
add on 50,000+ SF to their current facility. This new expansion will allow them to add new
production machinery and additional workspace for their growing workforce.
This project anticipates to create 141 new full-time positions, generate $47,584,000 in new tax
investment over the next 5 years. In accordance to the Iredell County industrial development
incentive program, we are requesting tax grant back incentive be granted to Project Blue Ribbon
for 6 years totaling up to $985,000 which averages to approximately $164,200 per year.
Chairman Mallory asked the average wage.
Younger said just over $48,000 per year.
Commissioner McNeely said that is a little more than the County average.
Chairman Mallory opened the public hearing.

MOTION by Commissioner McNeely to approve an economic incentive up to $985,000
over a six-year period based on the company’s investment of $47,5840,000 in contingent upon a
contract being executed within 180 days.

ANNOUNCEMENT OF VACANCIES OCCURING ON BOARDS & COMMISSIONS
City of Statesville Board of Adjustment (1 announcement)
Board of Equalization and Review (6 appointments)
Chairman Mallory explained that revaluation notices were mailed Friday, February 1,
2019. Anyone interested in filing an appeal must do so within 30 days of the date of the notice.
Appeals are heard by the Board of Equalization and Review, consisting of six individuals. There
are six volunteers who have previously served. It is very helpful to have people who have
experience in reviewing claims. Revaluations are very detailed and intense and one that is driven
by fair market value. The whole process has been reviewed by the Tax Assessor’s Office over the
last year. The office has done a great job with providing assessments on time and in compliance
with statutory requirements.
Chairman Mallory encouraged interested parties to apply for the vacant positions.
Applications can be found on the County website.

Chairman Mallory explained that Layton Getsinger resigned effective December 31, 2018.
At their December 13, 2018 meeting, Town Council nominated ETJ Alternate Barry General to
fill Getsinger’s unexpired term. Grace Beasley, Carlton (Brad) Joyce, and Brent Tedder have
volunteered to fill the vacant alternate position. Of the applicants, Council has nominated Grace
Beasley to fill the alternate position.
MOTION by Commissioner Houpe to appoint Barry General to fulfill Getsinger’s
unexpired term, moving from the alternate to the unexpired term of Getsinger and to appoint Grace
Beasley to the seat that Barry General vacated.
VOTING: Ayes – 5; Nays – 0
Juvenile Crime Prevention Council – (1 appointment)
Chairman Mallory explained that Michael Rife has volunteered to serve for the first time
as the Substance Abuse Professional According to JCPC’s bi-laws, qualified persons must fulfill
certain positions on the Council. Although council prefers the Board’s approval, it is sought as a
validation of their selection process.
MOTION by Commissioner Norman to appoint Michael Rife.

COUNTY MANAGER’S REPORT
County Manager Beth Jones gave updates on the following items:
Winter Retreat is Friday, February 15, 2019 from 8:30AM – 5PM and Saturday,
February 16 from 8AM – 12PM at the Public Safety Complex.
Tax Reappraisal notices were mailed Friday, February 1, 2019. If anyone wishes to
appeal it must be filed within 30 days of the date of the notice. Anyone with
questions can contact the Tax Office.
CLOSED SESSIONS
Chairman Mallory said a Closed Session relating to Economic Development G.S. 143-
318.11 (a) (4) and Attorney Client G.S. 143-318.11 (a) (3) was held immediately after pre-agenda.
There were no action items to report.
Commissioner McNeely said, “Something that has really been on my heart for the last few
days. It is far away from us but, yet it is closer than you think. The State of New York, their
Governor and their Legislature passed the Reproductive Health Act and celebrated it very
enthusiastically. And basically it allows a child, a baby, a human to be aborted all the way up to
the time of delivery, even saying at delivery if the mother chooses not for this child or guardian,
that they will lay there and let it expire. And, this has troubled me greatly. They said the reason

they thought they needed to do this was they was afraid there was in the air that there is a chance
that Roe v. Wade may be overturned and they wanted to be aggressive in what the people of the
State of New York wanted. I feel sorry for the people of the State of New York if this is how they
choose to value life. To me, this is a incredibly sad, sad statement on the United States of America
and the people who live inside this land if this is how we feel. I think anybody who thinks whether
you be pro-choice or pro-life to have a baby be delivered and then murdered. There is no way they
can justify that. There is no way they can in any form think that is what God intended or any law.
Part of this legislation also took abortion from being possibly a criminal act which they had in their
penal code to where it is now not listed in anywhere in any of their codes as being any kind of a
violation of any law. The only reason I bring this up in Iredell County, Statesville, Mooresville, in
North Carolina, is every day our rights, our freedoms are bombarded and constantly under attack
and I pray that ya’ll pray for your leaders in the State of North Carolina and I pray that you pray
for the leaders of New York and I pray God forgives them. Mainly I pray that this state never
considers anything close to what was passed by the governing bodies of the State of New York.
But, I want you to ponder because it can very easily happen and without a watchful eye on your
elected officials, there is no freedoms. That is includes this body here. We are mindful and I hope
we are in constant prayer that the good Lord will guide us.”
Chairman Mallory said, “The fortunate thing in the United States is we have a division of
power within a republic and we have a court system that can review and determine whether or not
states, laws that have been passed, are in-fact constitution. Infringements on the right to life not
just liberty, speech, and assembly, but a very basic right. I am sure we have not he ard the last of
that debate. We obviously have not had to deal with that in this little corner of the world but we
have to be aware of what is going on around us.”
Commissioner Houpe said, “I hope and pray that we can make adoptions more easy in this
country than abortions. I have five. To listen to a description of people taking parts out of a woman
that was alive is unacceptable in this country. There are parents in this country, people who want
to be parents and can’t because children are being aborted. Just my opinion, not this board’s
opinion. I have five children that are not my biological children.

be Tuesday, February 19, 2019, 5:00 PM, in the South Wing Conference Room, Government
Center, 200 South Center Street, Statesville, NC.
