Mr. Sanger said the Register of Deeds was contacted for the refund, but she referred him to the board. He said there was a six-month window to file for a refund request; however, he did not receive the deed until June of this year. Sanger said the delay was from his attorney's office; however, the law firm staff said they did not receive the original filing until June. Sanger shared an October 17, 2000, letter from the State Department of Revenue that indicated the state had no problems with the refunds if there was a valid and documented reason. County Manager Joel Mashburn suggested for the refund request to be removed from the agenda until further investigation could be conducted. REQUEST FROM THE CHILDREN'S HOMES OF IREDELL COUNTY, INC., FOR THE WAIVER OF SOLID WASTE DISPOSAL FEES RESULTING FROM THE CONSTRUCTION OF A NEW HOME: Don Koepnick, Treasurer of the Children's Home Board, along with Executive Director Brenda Speece, said a third home consisting of 4,000 sq. R. was being constructed behind the primary facility. Koepnick said the homes were exclusively used by the Department of Social Services, and the new construction was prompted by the need for additional bed space. The board agreed to allow the fee waiver and to place this request on the consent agenda.
