SPECIAL MEETING MINUTES & BRIEFING MINUTES
SEPTEMBER 4, 2007
The Iredell County Board of Commissioners met in Special Meeting Session on
Tuesday, September 4, 2007, at 4:30 p.m., in the Iredell County Government Center (South
Wing Conference Room), 200 South Center Street, Statesville, NC. (Immediately, following the
special meeting, the board held a September 4 agenda briefing.)

Staff present: County Manager Joel Mashburn, County Attorney Bill Pope, and Clerk to
the Board Jean Moore.
CALL TO ORDER by Chairman Norman.
CLOSED SESSION: OTIO by Chairman Norman at 4:30 p.m., to enter into Closed
Session pursuant to Economic Development — G.S. 143-318.11(a) (4).
VOTING: Ayes — 5; Nays — 0.
RETURN TO OPEN SESSION AT 5:25 P.M. — No action resulted out of the closed
session, and the board convened the agenda briefing. In addition to the five commissioners, the
county manager, and the clerk to the board, the following department heads attended the
meeting: Planning Director Ron Smith, Sheriffs Chief Deputy Rick Dowdle,
Communications/Emergency Management Director David Martin, Assistant County Manager
Tracy Jackson, and Assistant Finance Director Deb Alford. (Attorney Bill Pope did not attend
the briefing.)
REQUEST FOR APPROVAL TO ALLOW MIKE PHILLIPS WITH THE
SHERIFF'S DEPARTMENT TO APPLY FOR A PUBLIC SAFETY
INTEROPERABILITY COMMUNICATIONS GRANT: Communications Director David
Martin said the Voice Interoperability Plan for Emergency Responders (VIPER) System was
being built throughout the state, and local emergency agencies were allowed access with no fees.
(The state will maintain the system.)
Chief Deputy Dowdle said that by applying for a grant from the North Carolina Crime
Patrol & Public Safety Division, 151 radios (800 Mhz) could be obtained. (The $780,000 grant
will require a $156,000 match, but federal equity funds are available.)
Martin said several years ago, the county explored the purchase of an 800 Mhz system,
and the infrastructure would have cost $17 million. He said the grant method was much more
economical, and radios would be distributed to EMS, the fire marshal's office, the Rescue Squad
Chiefs, and the VFD chiefs.
REQUEST FOR APPROVAL OF BUDGET AMENDMENT #12 FOR A
COMPUTER SYSTEM SWITCH & A ROUTER REPLACEMENT FOR THE
SHERIFF'S DEPARTMENT: Chief Deputy Rick Dowdle said some computer systems were
over ten years old, and problems were occurring. He said the county's network administrator had
recommended improvements, and a request was being made for $70,000. Dowdle said some of
the cost would be for an HVAC system needed in the computer areas.
(Initially, the $70,000 was requested out of fund balance, but after further review, the
board determined the best source would be the contingency fund. (Due to the contingency
funding source, the request was not added to the consent agenda, in accordance with board
policy.)
