MAY 1, 2007
The Iredell County Board of Commissioners met in Briefing Session on Tuesday,
May 1, 2007, at 5:00 P.M., in the Iredell County Government Center (South Wing Conference
Room), 200 South Center Street, Statesville, NC.
Board Members Present
Chairman Marvin Norman
Vice Chairman Sara Haire Tice
Steve Johnson
Ken Robertson
Godfrey Williams
Staff present: County Manager Joel Mashburn, Deputy County Manager Susan
Blumenstein, Acting Planning Director Steve Warren, and Clerk to the Board Jean Moore.
CALL TO ORDER by Chairman Norman,
REQUEST FROM THE STONY POINT VFD FOR APPROVAL OF BUDGET
AMENDMENT #34 FOR THE APPROPRIATION OF $5,500 FROM FUND BALANCE
FOR THE EAST ALEXANDER FIRE DISTRICT: Stony Point VFD Chief Steve Lackey
and Deputy Chief Randy Dellinger said their new $460,000 building was recently finished, and
only $41,000 was still owed. Dellinger said in addition, the department had purchased two
trucks. He said the VFD preferred not to borrow more money, and for this reason was requesting
$5,500 out of fund balance for the East Alexander Fire Tax District. Dellinger said the money
would be used for operating expenses. He noted that Alexander County contributed $71,304 for
the department last year with 70 calls, compared to Iredell County's appropriation of $44,304
with 90 calls. (The board placed the request on the consent agenda.)
REQUEST FOR APPROVAL OFA LAND OF TOMORROW" RESOLUTION:
County Manager Joel Mashburn said legislation was before the General Assembly that would
provide $1 billion over the next five years for the Clean Water Management Trust Fund, the
Farmland Preservation Trust Fund, the Natural Heritage Trust Fund, Parks/Recreation Trust
Fund, along with Economic Development Program Initiatives, and the One NC Naturally
Program. He said the "Land of Tomorrow" organization was requesting county support for the
legislation through a resolution.
Chairman Norman said the North Carolina Association of County Commissioners voted
against this proposal at the January legislative conference.
Commissioner Johnson mentioned farm use and the harmful proposal being studied in
Raleigh where landowners would have to go back ten years instead of four years to determine the
deferment tax amount owed.
Due to concerns over the changes or unknowns that might be included in the "Land of
Tomorrow" request, it was the consensus of the board to delete the resolution from the agenda.
(All other agenda items were then discussed and additional information may be found in
the regular minutes.)
ADJOURNMENT: Chairman Norman adjourned the briefing session at 6:24 p.m.
