BRIEFING MINUTES
MARCH 6.2007
The Iredell County Board of Commissioners met in Briefing Session on Tuesday, March 6, 2007, at
5:00 P.M., in the Iredell County Government Center (South Wing Conference Room), 200 South Center
Street, Statesville, NC.

Staff present: County Manager Joel Mashburn, Deputy County Manager Susan Blumenstein,
Acting Planning Director Steve Warren, Tax Collector Bill Furches, Solid Waste Director David Lambert,
Health Director Donna Campbell, and Clerk to the Board Jean Moore.
Call to Order by Chairman Norman
Request from the Estate of Mabel P. Mills for the Release of Zoning/Subdivision Jurisdiction of
2.9 Acres to the Town of Mooresville: Acting Planning Director Steve Warren shared the staff report for
this case. He said the applicant didn't need water sewer from Mooresville rather the request was submitted
due to minimum lot sizes. Warren said five nonconforming mobile homes were on the property, and they
would be removed if the request were granted. He said that due to the distance from the town limits,
Mooresville would have difficulty annexing the property.
Chairman Norman mentioned a concern about setting a precedent if the release were approved.
Commissioner Johnson said a similar request would be remote, and the density was not being
significantly increased. He said the proposed development would not significantly impair the county's
control of growth.
Commissioner Tice said the request had resulted from the settling of an estate, and this would help
the four children.
There was not board consensus to place this request on the consent agenda. Additional information
may be found in the regular minutes.
Request to Agree in Principal with the Cooperative Efforts between the Shepherds Volunteer
Fire Department (VFD) and the Town of Mooresville Fire Department to Provide Additional Fire
Protection in the Shepherd's Fire District: Mooresville Fire Chief Wes Greene and Shepherds' VFD
Chief Kelly Robinson presented a proposal for each department to work together in providing fire protection.
Greene said an agreement had been approved by Mooresville to allow the town's fire department to respond
to calls within the Shepherds district, and a four -man crew (I captain, I engineer, and 2 firefighters) would
be based at Shepherds. He said the VFD firemen would then aid Mooresville when response was needed in
the town limits.
Robinson said the arrangement would assist the VFD in obtaining a better insurance rating. He said
the VFD had a 9S, and if a better rate were achieved, this would lower the costs of homeowner's insurance
for the property owners. Robinson said Shepherds would pay the Town $200,000 a year, but this was
contingent upon a tax increase. He said a new substation near the Shinnville Road area would help obtain a
better insurance rating.
Greene said Mooresville had a Class 4 rating and it had improved from a 5.
Commissioner Tice said she would like the Town to partner with the Mt. Mourne VFD.
Greene said discussions had occurred.
The board agreed to the agreement in theory and to allow the request to be placed on the consent
