WORK SESSION FOR THE EROSION CONTROL ORDINANCE &
BRIEFING MINUTES
DECEMBER 5.2006
The Iredell County Board of Commissioners met on Tuesday,
December 5, 2006 for a 4:00 P.M. Draft Erosion Control Ordinance Work Session.
This meeting was followed by the regularly scheduled briefing session at 5:00 P.M.
Both meetings were held in the Iredell County Government Center (South Wing
Conference Room), 200 South Center Street, Statesville, NC.

Staff present: County Manager Joel Mashburn, Deputy County Manager Susan
Blumenstein, Assistant County Manager Tracy Jackson, Acting Planning Director Steve
Warren, Erosion Control Administrator Mark Selquist, Subdivision Administrator
William Allison, and Clerk to the Board Jean Moore.
CALL TO ORDER by Chairman Norman.
WORK SESSION ON THE DRAFT SOIL EROSION AND
SEDIMENTATION CONTROL ORDINANCE: Erosion Control Administrator
Mark Selquist said that since the November 14 public hearing, a meeting had been held
with the homebuilder's association. He said the information gathered from this
meeting, along with the board's suggestions, had been reviewed for incorporation into
the document. Sequist said, however, some items could not be changed due to state
regulations. He said educational seminars could be held to explain the ordinance to
developers and other affected parties. (This item was further discussed at the 7:00 p.m.
meeting, and additional information may be found in the minutes.)
REQUEST FOR APPROVAL OF AN INTERLOCAL AGREEMENT
BETWEEN IREDELL COUNTY AND THE TOWN OF MOORESVILLE FOR
THE DEVELOPMENT FINANCING DISTRICT: Mooresville Town Manager
Jaime Justice joined Deputy County Manager Susan Blumenstein to brief the board
about the financing agreement. Justice said a brownfield site (Mooresville Mills) would
be improved, and this would be beneficial to the county and town.
Blumenstein said the agreement had been reviewed and there were no changes
from previous discussions about the development financing districtibonds
($10,500,000). She said the tax collector would collect and accumulate the taxes on a
monthly basis prior to distribution to Mooresville for payment on the bond debt.
(All other agenda items were then reviewed.)
ADJOURNMENT: Chairman Norman adjourned the meeting at 6:10 p.m.
