Commissioner Johnson asked if splitting up the bonds into three separate packages would
increase the administrative costs.
Biumenstein said yes. She said there would be increased legal fees but not an appreciable
amount. She said Iredell-Statesville could not delay due to the need to stay within its construction
timeline. She said Mooresville had done everything possible to be ready, but the system would
not have its bids ready, which was a requirement.
