George Campbell with the National Guard Armory requested additional funding. He said there were plans to move the guard's headquarters from Lincoln County to Iredell County. Campbell said the Statesville unit provided space, when needed, for the social services department, the elections department, SCAN, and the state department of transportation. He said the unit was a state facility; however, the only items funded by the state were office supplies. Campbell asked for the unit's annual appropriation to be increased from $1,000 to $2,000. Commissioner Robertson said he was not aware of any requirements for the county to fund the national guard. County Manager Mashburn said there was a lengthy history in North Carolina of funding being provided. He said that in 1988, when he first started work in Iredell County, the local national guard unit was funded at $300 a year. Mashburn said Iredell County currently funded the Statesville guard unit $1,000 and the Mooresville facility $1,000 a year. Campbell acknowledged the state maintained Statesville's facility, but he said the local money would be used for "reaction" time. He said, at times, it took several months before money was obtained from the state. Campbell said the increase from $300 to $1,000 occurred in 2000, and it had not increased since then. Staff Sgt. Kim Chambers said that if a disaster occurred in the county, for example, a nursing home facility recently caught on fire, and the guard brought in a generator and assisted with the patients, the guard's resources were used. Donnie Perry, Chief of the Iredell County Rescue Squad, thanked the board members for the proposed funding for FY 2005-06. Beth Carter, Fort Dobbs Alliance Site Manager, said she and Chandler Bryan (Chairman of the Alliance) were present to answer any questions about the requested funding of $5,000 for the upcoming year. Commissioner Robertson asked if there had been any new developments with the state pertaining to land acquisitions. Carter said the Alliance continued to pursue avenues of support for the land acquisition. She said anonymous donors were being pursued as well as state grants. No one else desired to speak, and Vice Chairman Williams adjourned the hearing. Commissioner Robertson asked Finance Director Blumenstein how much additional funding would be needed for the two national guard units if the extra amount were based on inflation. He said inflation had been running a little less than five percent, and the guard's appropriation had not increased in five years. Blumenstein said between $1,250 to $1,300.
