BRIEFING MINUTES
NNE 7, 2005
The Iredell County Board of Commissioners met in Briefing Session on
Tuesday, June 7, 2005, at 5:00 p.m., in the Iredell County Government Center (South
Wing Conference Room), 200 South Center Street, Statesville, NC.
Present were:

Absent: Chairman Sara Haire Tice (due to illness)
Staff present: County Manager Joel Mashburn, Finance Director Susan
Blumenstein, Chief Deputy Rick Dowdle, Code Enforcement and Planning Director
Lynn Niblock, Planning Supervisor Steve Warren, Subdivision. Administrator William
Allison, Chief Deputy Rick Dowdle, Support Services Director Jim Vernon, and Clerk
to the Board Jean Moore.
Rezoning Requests & Discussion Regarding Curb/Gutter/Stormwater
Amendment to the Subdivision Ordinance: Planning Supervisor Steve Warren
explained the two rezoning matters and advised there had been no opposition to either
case.
In regards to the proposed curb and gutter (stormwater) amendment, Subdivision
Administrator Allison said there was a growing concern about surface runoff and some
contributing factors had been identified. He mentioned there had been numerous
complaints from property owners, especially homeowners in the lake area. Allison said
an amendment to the ordinance had been drafted, and he felt it could be enforced
without hiring an engineer or additional staff. Allison said the staff tried to address curb
and gutter development since this seemed to be a major source of the problem. He said
the amendment would assist in maintaining better control of the discharge arising out of
new developments, and this would be done by limiting the direction of the runoff flow.
Allison said the planning board had recommended for the amendment to apply to
subdivisions exceeding 25 lots where there was a topographical need. He said the
amendment would not be retroactive.
It was the consensus of the board members to delay action on the amendment
until the next meeting.
Request from the City of Statesville for the County to Pay $23,799 in
Conjunction with an Engineering Recommendation for the Statesville Regional
Airport's Sewer Line to be Increased from 12 to 15 inches in Diameter: Statesville
Engineer Wayne Lambert said the city had approved an increase in size of the sewer
outfall along the Third Creek. He said there was a recommendation to increase the
diameter of the line from 12 inches to 15 inches. Lambert said the additional capacity
would allow for more areas to be developed around the airport, especially along
Highway 70 and progressing on up to the Taylorsville Highway. Lambert said the cost
difference was $47,598.00, and the city had agreed to pay one half ($23,799). He said
the city was asking for the county to pay the remainder ($23,799).
Commissioner Robertson voiced concerns about a precedent that might be set in
approving the request.
Commissioner Johnson said the area had much potential for industrial and
commercial growth. He asked Mr. Lambert if the line increase would finish the project.
Lambert said he hoped it would.
