HomeMy WebLinkAboutC.054.93011_0674 (2)IREDELL COUNTY BOARD OF COMMISSIONERS BRIEFING MINUTES MARCH 15, 2005 The Iredell County Board of Commissioners met in Briefing Session on Tuesday, March 15, 2005, at 5:00 p.m., in the Iredell County Government Center (South Wing Conference Room), 200 South Center Street, Statesville, NC. Present were: Chairman Sara Haire Tice Vice Chairman Godfrey Williams Steve D. Johnson Marvin Norman Ken Robertson Staff present: County Manager Joel Mashburn, Planning Supervisor Steve Warren, Planner Rebecca Harper, Planner Whitney Hodges, Tax Administrator Bill Doolittle, Tax Collector Bill Furches, Emergency Services Director Tracy Jackson, and Clerk to the Board Jean Moore. Request for Approval of the Transportation Improvement Program (TIP) Priority Listing: Planning Supervisor Steve Warren said there was no urgency in adopting a transportation improvement priority listing, and for this reason, he requested a decision postponement until the April 19 meeting. He said the Department of Transportation's (DOT) public hearing would probably not occur until May. Warren said a meeting had been held today with the Centralina Council of Governments, and the attendees were told the state highway department had been instructed to become more fiscally responsible. He said there had been a change in the highway funding formula, and it would be important to work even harder in achieving improvements in Iredell County due to Division 12 being combined with Division 10, which included Mecklenburg County. Warren stressed the importance of adhering, or maintaining the current priorities until they were fully funded. Warren then reviewed the 2004 TIP listing, which is as follows: 1. Interstate 40 & Interstate 77 Cloverleaf reconfiguration (This includes the US Highway 21 & I40 interchange improvements.) 2. Brawley School Road — Chuckwood Road to the Point (unfunded portion is between the Interstate and Hwy. 21) 3. Interstate 77/Cornelius Road Interchange with widening to Cornelius Road and extension to Mazeppa Road 4. U.S. Highway 21/NC Highway 115 improvement in Troutman 5. River Highway (NC Highway 150) Chairman Tice concurred with Warren on the need to retain the same priorities that had not been fully funded. She said the DOT always stressed this point. Due to a decision not being needed at this time, the board agreed to delete the TIP matter from the 7 o'clock agenda. Request from the City for a Joint Meeting on March 30: Warren said the Statesville Planning Director had contacted him about a joint city/county meeting on Wednesday, March 30 regarding the Urban Services Area. Mr. Warren said he would obtain more information regarding the time and location for the meeting. Distribution of Informational Materials on Agricultural Tourism and the Purchase of Development Rights: Planner Whitney Hodges shared information on the proposed agricultural tourism ordinance amendment and the purchase of development rights program. (Board action will not be requested on the two issues until April 19.) Adjournment: Following the review of other agenda matters by the department heads and county staff, Chairman Tice made a motion to adjourn the briefing session at 6:06 p.m. VOTING: Ayes — 5; Nays — 0.
