HomeMy WebLinkAboutC.054.93011_0514 (2)IREDELL COUNTY BOARD OF COMMISSIONERS BRIEFING MINUTES DECEMBER 21, 2004 The Iredell County Board of Commissioners met in Briefing Session on Tuesday, December 21, 2004, at 5:00 p.m., in the Iredell County Government Center (South Wing Conference Room), 200 South Center Street, Statesville, NC. Present were: Chairman Sara Haire Tice Steve D. Johnson Marvin Norman Ken Robertson Absent: Vice Chairman Godfrey Williams was absent due to illness of his mother. Staff present: County Manager Joel Mashburn, Finance Director Susan Blumenstein, Tax Administrator Bill Doolittle, GIS Administrator Lee Anne Owens, Health Administrative Officer Bill Griffith, Allied Health Services Coordinator Norma Rife, Public Health Nurse Susan Johnson, Planning & Code Enforcement Director Lynn Niblock, PIanners Rebecca Harper and Colleen Nelson, Support Services Director Jim Vernon, EMS Director Lee Darnell, and Clerk to the Board Jean Moore. Call to Order by Chairman Tice. Request from the EMS Department for Approval of a Resolution and a Memorandum of Understanding Pertaining to the North Carolina Local Debt Setoff Program: EMS Director Lee Darnell requested permission to add another step in the collection of delinquent ambulance bills. He said several years ago the tax office gained permission to join the North Carolina Government Debt Setoff Clearinghouse Program to help in the collection of delinquent taxes. Darnell said the program, with assistance from the North Carolina Department of Revenue, helped counties and municipalities collect unpaid debts. (The governmental units submit debtors' information to the clearinghouse. If the delinquent debtor is owed a state income tax refund, the setoff program shifts the refund to the unit of government holding the delinquent account.) Darnell said a collection agency was already being used to collect delinquent ambulance accounts, and the debt setoff program would enhance the measures already in place. County Manager Mashburn said new information had been received indicating the resolution and Memorandum of Understanding were not needed to allow EMS to participate in the program. (With this being the situation, the board deleted the request from the agenda.) Request for the Appointment of a Voting Delegate for the Legislative Goals Conference Sponsored by the North Carolina Association of County Commissioners Scheduled for Thursday and Friday, January 13-14, 2005, at the Radisson Hotel, in High Point, NC: Due to scheduling conflicts, no board member will be able to attend the legislative conference; however, the county manager said the board members would have an opportunity to discuss legislative goals with their legislators on January 13, 2005, at the Statesville Civic Center. (A reception has been planned for that evening, and the legislative delegates representing Iredell County have been invited.) (It was the consensus of the board to delete this item from the 7 p.m. agenda.)
