could pay the fee, and then, appeal to the appropriate council committee. Mr. Vernon
said he felt the library project should be grandfathered, especially since the city was a
financial participant.
Commissioner Madison questioned why the county should assume the liability
since the plumbing company was bonded.
Vernon said the bonding company could possibly be approached, if necessary.
County Manager Mashburn said the library project was near completion, and the
staff just didn't want any delays. He said, however, he was cognizant that taxpayer
money was at issue.
Vernon said the company had finished the "roughing work," but the fixtures and
equipment were needed.
Commissioner Williams asked what would happen if the company couldn't
finish the job.
Vernon said the usage of the performance and payment bond would have to be
considered.
Upon a recommendation by the county manager, the tap fee matter was deleted
from the agenda.
ADJOURNMENT: Chairman Johnson adjourned the briefing at 6:10 p.m.
