BRIEFING MINUTES
OCTOBER 19, 2004
The Iredeil County Board of Commissioners met in Briefing Session on
Tuesday, October 19, 2004, at 5:00 p.m., in the Iredell County Government Center
(South Wing Conference Room), 200 South Center Street, Statesville, NC.
Present were:

Staff present: County Manager Joel Mashburn, Finance Director Susan
Blumenstein, Tax Administrator Bill Doolittle, Mapping Director Lee Anne Owens,
Emergency Services Director Tracy Jackson, Transportation Director Ben Garrison,
Sheriff's Chief Deputy Rick Dowdle, Purchasing Agent Dean Lail, Library Director
Steve Messick, Health Director Donna Campbell, Social Services Director Don Wall,
Social Work Program Administrator Lisa York, Register of Deeds Brenda Bell, Support
Services Director Jim Vernon, and Clerk to the Board Jean Moore.
CALL TO ORDER by Chairman Johnson.
REQUEST FROM THE HEALTH DEPARTMENT FOR APPROVAL TO
ACCEPT A GRANT FOR THE PURPOSE OF FUNDING A SECOND MULTI-
DISCIPLINARY TEAM NURSE: Health Director Donna Campbell said a grant
request for a second multi -disciplinary team public health nursing position had been
approved through the Partnership for Young Children. She said the grant amount was
$49,730.00, and if for some reason the funds were not available in the future, the
nursing position would be eliminated. Campbell said a grant match was needed, but it
could be provided using in-kind measures (supervision/office space).
REQUEST FROM THE REGISTER OF DEEDS PURSUANT TO G.S.
153A-102 (1) FOR PERMISSION TO INCREASE THE HOURS OF
EMPLOYMENT (PART-TIME TO FULL-TIME) FOR A RELATIVE: Register
of Deeds Brenda Bell said a full-time employee recently submitted an employment
resignation due to a long commute. In addition, Bell said this past summer, her niece
started working at the department on a part-time basis while attending college. Bell
said she desired to appoint her niece to the full-time position; however, by state law, the
board of commissioners had to first approve the action.
When asked the county's policy regarding employees supervising relatives,
County Manager Mashburn said the county did not allow it. He said, however, G.S.
153A-102 (1) stipulated that if the sheriff or register of deeds desired to appoint a
"relative by blood or marriage of nearer kinship than first cousin" then the board of
commissioners had to approve the action.
Chairman Johnson asked Mrs. Bell if she could foresee any problems occurring
from the arrangement.
Mrs. Bell said she had talked with her office staff and none had voiced concerns.
She said her niece was well trained in the office duties, but any discipline problems
would be treated accordingly. Bell added, "I'm an elected official, and I can't have
problems in my office."
REQUEST FROM THE SUPPORT SERVICES DEPARTMENT FOR A
DISCUSSION REGARDING WATER & SEWER TAP FEES FOR THE NEW
LIBRARY: Support Services Director Jim Vernon said the plumbing company for the
new library had initially received a tap fee quote of $2,275. He said the company had
recently gone to the City of Statesville to pay the fees and was told the costs would now
