PUBLIC SCHOOL BUILDING FORM 296LM (CERTIFICATION OF LOCAL MATCH REQUIREMENTS) FOR THE IREDELL- BTATSSVILLE SCHOOL SYSTEMS Representatives from the Iredell- Statesville School System explained this request during the agenda briefing. A statement as to what is being certified follows: "The Iredell County Board of Commissioners hereby certifies that $57,972,044 of qualifying local matching funds have been expended or committed for the purpose of school facilities since January 1, 1992. This amount is 178.88% of the total matching requirement of $32,407,825 required by the Public School Building Bond Act of 1996." MOTION by Commissioner Fortner to approve the local match requirements as computed by the Iredell County Finance Director and to authorize the Chairman to sign the document. Commissioner Johnson advised the audience that the required match was $32,407,825; however, the actual match given was $57,972,044. Johnson said he thought the Board had done a good job in funding the schools. Commissioner Stewart added this was 78% of the ad valorem taxes collected this year. VOTING: Ayes - 5; Nays - 0. REQUEST FOR APPROVAL OF PERSONNEL ORDINANCE AMENDMENTS: Mrs. Harris, the Personnel Officer, described the amendments during the agenda briefing. MOTION by Commissioner Johnson to approve the following amendments to the Iredell County Personnel Ordinance: DELETIONS ARE IN ITALICS 6 ADDITIONS ARE UNDERLINED Article III. The Pay Plan Section 14. Overtime A. The county abides by all applicable sections of the Fair Labor Standards Act and the Fair Labor Standards Amendments of 1986. [The county will properly record all applicable overtime accrued for each covered employee.] When possible, department heads and supervisors are expected to arrange and control the work schedules in their units so that required work will be accomplished without necessitatinc the use of overtime work as defined by the Fair Labor Standards ser (FLSA) as amended, When overtime is required. department heads shalt ensure that all applicable overtime accrued for each covered employee is properly recorded. [This overtime policy is applicable only to employees of the county who are non-exempt under the FLSA.] C. It is the policy of the county, in agreement with its employees, to grant employees compensatory time off in lieu of pay for overtime hours worked. The County Manager may approve pay to employees for overtime work when it is not feasible to permit compensatory time off. EMS and Youth Home employees may be paid for overtime under the fluctuating workweek schedule. E. Employees wishing to use accrued compensatory time must request such leave from their immediate supervisor. use of such time will be allowed within a reasonable period following the request as long as the use does not unduly disrupt the operations of the county. Accrued compensatory time should be exhausted before vacation leave is used 6
