REQUEST FROM VISIONSWORK YOUTH SERVICES FOR PERMISSION TO
APPLY FOR A GOVERNOR'S CRIME COMMISSION GRANT FOR THE
ESTABLISHMENT OF A JUVENILE DAY REPORTING: The county manager said that on
January 24,2001, he received a 2001 Pre -Application Grant from VisionsWorkYouth Services, The
application required his signature and the finance officer's signature. Mashburn said the application
had a Raleigh deadline of January 31, 2001. He said Visions Work, based in Wins
was requesting $165,097 from ton -Salem, N.C.,
the crime commission to operate an alternative treatment program for
juveniles. The grant application also stipulated the local Juvenile Crime Prevention Council (JCpC)
would supply the local matchof $55,032. The grant indicated that after the second year, when the
crime commission's funding ended, the money from the JCPC would increase. Mashburn said the
application stated the Iredell-Statesville School System would provide two teachers and the
transportation for the students.
Mashburn said the Iredell County Juvenile Crime Prevention Council had sent an
endorsement letter for the project.
Clerk to the Board Jean Moore said the JCPC approved the endorsement letter after much
reluctance. Moore, who attends the JCPC meetings as the count

council was hesitant to endorse the request because of the lack of in orniationr She said the countcil
was also hesitant because if a new program starting receiving JCPC funds, it would mean that one
or more current programs would have to be eliminated.
MOTION by Commissioner Bowles to deny the pre -application grant this year due to the
timing and a need for more information.
