Mixed-use developments should promote road interconnectivity, sidewalks and other pedestrian features. Mixed-use developments should be developed in a way that promotes a sense ofcommunity and uniformity ofdesign within developments. Smith shared the following key points about McCrary Road and Robinson Road: (1) limitations on curb cuts (2) shared parking/limits on commercial district expansions (3) utilization oftransitional uses and (4)infill development. In reference to Perth and Doolie Roads, Smith cited the following key points. I. Available tracts. 2. Proposed realignment of Perth and Doolie Roads. 3. Emphasis on mixed-use development. 4. No "big box" retail. S. Interconnectivity. 6. Access on Perth and Doolie Roads. Mr. Smith then explained the following goals and recommendations. ResidentialDevelopment Coal: To respect the environmental sensitivity of the River Highway Corridor and surrounding peninsula and to minimize future tra�c impacts that ma ry arise from large-scale, high densiry residential developments. -Continue to promote low-density residential. • Work with Mooresville to recommend low-density residential. -Consider multi -family development in transitional areas only. -Minimize new traffic impacts through the following: Traditional Neighborhood Developments (TNDs) and clustering. Curb -cut limitations. Side road entrances/exits. Interconnectivity. Deceleration and turning lanes. In some cases require tragic impact analysis. General Zonm and Non -Rs" Develo menu: Goal• Establish zoning controls through the Conditional Use Zoningprocess that would help lessen the impact ofnew development on the existing traffic situation, discourage visual chatter, and create a more uniform development pattern. -Discourage industrial development. -Establish the Roadway Protection Overlay (RPO) *Amend the RPO to address: signage, outside storage, screening, landscaping and exterior building materials. •Utilize conditional use rezonings that specifically address: access, shared parking, land use limitations, signage, buffers and screening, deceleration and turning lanes, and roadway protection overlay. -Pursue the "phasing out' of open-air nuisance situations. *Discourage offset driveways. -Utilize traffic mitigation techniques such as: shared parking, limited curb cuts, and turning lanes. *Provide alternative access to schools. *Require sidewalks near schools.
