APPOINTMENTS BEFORE THE BOARD MR. CECIL MAYNOR CONCERNING A PROPOSAL TO GROW DUCKWEED AT THE SOLID WASTE FACILITY: Maynor said he had a proposal to use the 64 acre closed landfill facility on Fanjoy and Twin Oaks Roads as a wastewater treatment facility. He said the site already had a gas recovery system that could be used to heat a duckweed greenhouse system. Maynor shared a letter from Paul Skiliicom, the owner of a duckweed company, about the matter. The letter proposed the following course of action for the county. 1. Create a wastewater treatment facility at the 64 -acre site. 2. Develop a "201 proposal" for the NC Dept. of Environment & Natural Resources Revolving Loan and Grants Fund for a Phase I system. (The Skillicom letter said the proposal would probably be rejected, but this was expected. The letter continued by saying a prerequisite for a proposal to the Clean Water Management Trust Fund was a rejection for the DENR grant.) 3. Submit a proposal to the Clean Water Management Trust fund for a 0.2 MGD facility.
