Present: Chairman Sara Haire Tice Vice Chairman Karen B. Ray Tommy E. Bowles Steve D. Johnson R. Godfrey Williams Staff Present: County Manager Joel Mashburn, Finance Director Susan Blumenstein, Planning Supervisor Ron Smith, Support Services Director Jim Vernon, Health Director Ray Rabe, Lieutenant Terry Beck with the Sheriffs Department, and Clerk to the Board Jean Moore. CALL TO ORDER by Chairman Tice. POTENTIAL RESERVOIR SITES IN NORTHERN IREDELL COUNTY: Keith Snoddy, the manager of Iredell Water Corporation, distributed copies of a draft preliminary study on potential reservoir sites in the northern part of Iredell County. The study, performed by the North Carolina Department of Natural Resources and Community Development in 1984, was shared due to Mr. Victor Crosby's 7:00 p.m. appointment before the board. (Mr. Crosby planned to speak about using state bridge funds for water supply, flood cont hydropower, irrigation, recreation and wildlife habitat.) rol, CHANDLER BRYAN REQUESTS THE DONATION OF PROPERTIES LOCATED AT 1419 WILSON LEE BOULEVARD & 1424 FIFTH STREET, STATESVILLE, NC: Mr. Bryan, a member of the Board of Directors for Fifth Street Ministries/Diakonos, Inc., requested the donation of two lots owned by the county. He said Fifth Street had been using the lots and a house situated on one of them since 1998. Mr. Bryan said the house was being used forthe Molly McKay Children's Center. He said the center was a place where children of the shelter's residents received tutoring, learned computer skills, and worked with certified teachers. Bryan said the properties were formerly occupied by Tri -County Mental Health, but the new mental health authority had no desire for them. He said he was also unaware of any purpose, or use, the county might have for them. Commissioner Johnson said that if the request were approved, he felt there should be a stipulation for the properties to revert back to the county if Fifth Street Ministries had no further use for them in the future. Update on Relocation & New Construction of "M Sister's House": thanked the board for the $100,000 previously approved as "seed mon-- --�y for the Mme. ryan group home to serve victims of family abuse and rape. Bryan said the home was due to open in approximately six weeks and the board members would be invited to tour the facility. REQUEST FOR APPROVAL OF THE COUNTY MANAGER'S RECOMMENDATIONS REGARDING THE ITEMS FROZEN IN THE FY 2001-02 BUDGET: County Manager Mashburn said he was recommending for the board to proceed with the purchase of items, or the transfer of funds, frozen in this year's budget for the following: Transfer of Capital Reserve Fund Replace Cell Doors In Jail $ 2,055,169 Purchase File System for DSS 48,000 Purchase Emergency Equipment in General Governmental Purchase Van to Replace Inspections 1 , 000 2 0,000 Truck _20,000 Total $ 2,147,169
