7. REQUEST FROM DSS FOR PERMISSION TO BE CLASSIFIED AS A CONDUIT
FOR DUKE ENDOWMENT FUNDS TO BE PASSED TO THE iREDELL COUNTY
PARTNERSHIP FOR YOUNG CHILDREN: DSS Director Wall said during the briefing that due
to North Carolina's budget crisis, the state was not accepting any new contracts. Due to this problem,
the Iredell County Partnership for Children has asked for state funds (Families for Kids II Initiative)
to be transmitted DSS. A contract between the Partnership and DSS will then be created in order for
the money to be transferred to the Partnership.
8. REQUEST FROM THE CROSSROADS BEHAVIORAL HEALTHCARE'S BOARD
OF DIRECTORS REQUESTING APPROVAL OF A RESOLUTION REGARDING THE
REORGANIZATION: The following resolution was adopted.

WH. ER _EAS in response to the recommendations of the Study of State Psychiatric Hospitals and
Area Mental Health Programs completed by the Public Consulting Group, Inc., under the oversight ojtlre
State Auditor, the General Assembly has created the Joint Legislative Oversight Committee on Mental
Health, Developmental Disabilities and Substance Abuse Services; and,
WH_. EREAS the Legislative Oversight Committee has established a Governance Subcomminee
