briefing, it was the consensus of the commissioners to allow the staff to seek a DSS needs study,

COUNTY MANAGER'S REPORT: County Manager Joel Mashburn reported that on
August 16, 2000, the library was visited by an Occupational Safety Health Administration (OSHA)
inspector. He said an employee had complained about the air quality in the library. While making
his inspection, the OSHA employee noticed a compressed gas cylinder containing helium in the
secretary's office. The cylinder was in the library due to activities associated with the "Sumner
Reading Program." Mashburn said the cylinder had been borrowed from the Statesville Chamber
Of Commerce to award balloons to reading participants. The inspector said the cylinder was not
Properly secured and the valve cap had been removed. A fine of $1,400 was rendered. The county
appealed the fine and it was reduced to $950. No problems were detected with the library's air
quality. Mashburn said that in accordance with GS 95-36, it was required for him to report any labor
settlements at the next public meeting. (The cylinder has now been removed from the library.)
