HomeMy WebLinkAboutC.054.93010_0146 (2)THREE-YEAR UPDATE ON THE TEN-YEAR COMPREHENSIVE SOLID WASTE MANAGEMENT PLAN & REQUEST FOR THE APPROVAL OF A RESOLUTION: Management Plan in all 100 counties. He said the mission of the mandate was to reduce Weatherman said that in 1996, the State of North Carolina mandated a Ten -Year Solid Waste stream. Weatherman said the municipalities had contributed to the plan by establishing tthe waste heir own waste reduction goals. Wayne Sullivan, of Municipal Engineering, said the state required a three-year update to the plan. He said North Carolina initially had a waste reduction goal of 20% by 2000-01 and 401%o by 2005-06. Sullivan said the 20% had not been met anywhere in the state. 1{e said Iredell County had tried to meet the goal, but instead of a reduction, there had been a 10% increase. Sullivan said 1991- 92 was the baseline year for comparisons. Using that year, a per capita goal of 1.09 tons per capita by 2005-06 was established. (The baseline year was 1.36). He said 1.09 tons per capita was established for 2009-10. Sullivan said the initial plan was comprised of several goals. He said the elimination of cardboard at the landfill, the construction of a new transfer station in Mooresville, the construction of a convenience center in the northwest portion of the county, along with educational programs pertaining to reeyclables and reuseable items (clothing, lumber and paint) were some of the goals that had already been accomplished. Another goal was to insure adequate capacity for municipal solid waste and construction/demolition debris. He said this, too, had been accomplished. Commissioner Johnson asked ifthe state understood how di fficult it was for the county's that were experiencing growth to reduce the waste stream. Sullivan said it had been explained that Iredell County had a "tremendous" industrial/commercial base. MOTION by Commissioner Stewart to adopt the following resolution in referenceto the Three -Year Update to the Ten -Year Solid Waste Management Plan. VOTING: Ayes - 5; Nays - 0. RESOLUTION TO APPROVE THE IREDELL COUNTY THREE-YEAR UPDATE TO THE TEN-YEAR COMPREHENSIVE SOLID WASTE PLAN WHEREAS, better planning for solid waste will help protect public health and the environment, provide foran improved solid waste management system, better utilize our natural resources, control the cost of solid waste management; and WHEREAS, North Carolina General Statute I30A-309.09A(b) required each unit of local government, either individual or in cooperation with other units of local government, to develop a 10 -year comprehensive solid waste management plan; and WHEREAS, Iredell County was adequately represented on the Iredell County Planning Advisory Committee and has been actively involved in the planning process. NOW, THEREFORE, BE IT RESOLVED that the Iredell County Board ofCommissioners approved the comprehensive solid waste management plan on June 3, 1997, and that on Tuesday, June 6, 2000, during a regularly scheduled and advertised meeting, the board ol'commissioners and the general public were given a three-year update on the plan. BE IT FURTHER RESOLVED that the Iredell County Board ofCommissioners hereby approves the referenced three-year update as presented. •**rr FINAL REPORT FROM THE OLD COURTHOUSE CENTENNIAL COMMITTEE: Committee members John Lewis, Mac Lackey, and O.C.
