BRIEFING MINUTES
MAY 16 2000
The Iredell County Board of Commissioners met in Briefing Session on Tuesday, May 16,
2000, 5:00 p.m., in the Iredell County Government Center (South Wing Conference Room), 200
South Center Street, Statesville, NC 28677.

Staff Present, County Manager Joel Mashburn, Finance Director Susan Blumenstein, Chief
Deputy Rodney Proctor, Purchasing Agent Evie Caldwell, and Clerk to the Board Jean Moore.
CALL TO ORDER by Chairman Tice.
REQUEST FROM THE SHERIFFS OFFICE. FOR APPROVAL. OF THE
FOLLOWING SIX ITEMS:

Line item. Chief Deputy Proctor said the department desired to purchase a defibrillator. Proctor
said $894 needed to be transferred from the commissary account to supplement $2,000 already
approved in the jail budget for the purchase.

said drug education materials would be purchased. The material will be aimed towards parents in
an effort to encourage them to talk to their children about drugs,

patrol officers and three detectives. Proctor said a substantial portion of the personnel costs would
be paid from the grant during a three-year period. He added there was a mandatory one year
retention period for the personnel after the grant expired. Proctor gave the following

In reference to the COPS request, Commissioner Stewart asked if the employees could be
placed into any vacancies the department might have during the fourth year.
Proctor said this could probably be done. Mashburn agreed.
