Allison said these amenities were relatively new - - they were seen primarily in the cities. Commissioner Fortner said many people were concerned about farm land disappearing Bowles said the farmers needed to be protected. Commissioner Stewart said the board needed to protect all citizens - - it couldn't pick and choose a group here and there. Hobbs mentioned a program whereby farm owners could transfer their development rights. He said the growth would then be directed to an acceptable area. Bowles asked how the transfer of rights provision was established. Hobbs said enabling legislation would be needed.
