County Manager Mashburn asked how many counties required sidewalks and guttering.
Allison said these amenities were relatively new - - they were seen primarily in the cities.
Commissioner Fortner said many people were concerned about farm land disappearing
Bowles said the farmers needed to be protected.
Commissioner Stewart said the board needed to protect all citizens - - it couldn't pick and
choose a group here and there.
Hobbs mentioned a program whereby farm owners could transfer their development rights.
He said the growth would then be directed to an acceptable area.
Bowles asked how the transfer of rights provision was established.
Hobbs said enabling legislation would be needed.

Niblock shared a handout that described Class A & Class 8
information also contained code excerpts from the City of Statesville, Forsyth Count

Commissioner Fortner said she would like more information on subdivisions and open space
areas. In addition, she said that preserving farmland should be discussed again. She mentioned that
Ken Vaughn, the Cooperative Service Extension Director, might be able to assist.
Commissioner Bowles mentioned the fire that occurred in 1998 at a stem
Mooresville. He asking if the planning staff would review the
construction sites. Bowles said that anp dump in
