Chiarman Tice and to close the nominations and appoint Luther by acclamation. VOTING: Ayes - 5; Nays - o. INFORMATION & REFERRAL, SERVICE (1 appt ): Commissioner Stewart nominated Norma Rife. Chairman Tice moved to close the nominations and appoint Rife by acclamation. VOTING: Ayes - 5; Nays - o. UNFINISHED BUSINESS: Commissioner Fortner mentioned the incident involving members of the Nursing Home Advisory Board and Maple Leaf Health Care. Chairman Tice said the Centralina Ombudsman Debi Lee was still trying to obtain an answer fromthe Attorney General's Office on the proper way to handle the matter. Tice said representatives from Centralina had been asked to meet with the nursing home members and the commissioners once an answer was received. Commissioner Fortner voiced concerns about the nursing home residents and expressed dissatisfaction that the volunteers appointed to insure the Patient's Bill of Rights were not being Permitted to do their duties. Fortner also expressed concern about the residents that had no tami lies and the care they might be receiving while everyone waited for a decision from Raleigh. He said it was his understanding the committee served in just an advisory capacity. Mr. Pope said he would investigate what rights the administrator had to prevent people from entering onto the premises. Commissioner Johnson asked Pope if he would also determine if the Centralina Ombudsman was the regulatory authority. Chairman Tice asked Mr. Pope to send a copy of his findings to each commissioner. MOTION y Commissioner Johnson to instruct the clerk to draft a letter for the chairman's signature inviting the Centralina Ombudsman to the February 15 board meeting. VOTING: Ayes - 5; Nays - 0. RESCHEDULING OF MEETING TO CONTINUE DISCUSSIONS ABOUT GROWTH MANAGEMENT: Commissioner Johnson said the board had previously scheduled a meeting for Saturday, February 19 to seek additional information from the planning staff about growth management. Johnson asked if the meeting could be canceled and rescheduled for an evening date. The board then agreed to cancel the February 19 meeting and meet on Thursday, February 17, 2000 at 6:00 p.m. (South Wing Conference Room). COUNTY MANAGER'S REPORT NCACC District Meetin will be held Wednesday, April 12, 2000, 6:00 P.m., at the Agricultural Center. Census Count Cee The county manager said the census bureau was requesting that a commrtteeofaroundten People beestablished. He mentioned that each commissioner might make two nominations at the February 15 meeting. (The purpose ofthe committee will be to promote the 2000 Census).
