In addition, 750 subdivisions are in the planning stage. Hobbs discussed 14 different growth planning tools. He said there were probably 20 or more being used, but some were not feasible for Iredell. It was contested there, taken before the N.C. Supreme Court, and the ruling was in favor of the county. At the present, if the tool were already in effect, the only two areas in the county that could accept more growth requiring elementary schools would be Cool Springs and Love Valley. The only area that could accept growth needing a high school would be North Iredell. 2 Growth Boundaries: Used to reduce urban sprawl. Not really applicable to Iredell County. Impact Fees: There would be strong objection. Legislation would be needed. This would take at least a year. Generally used for new development. The impact fee would be on the developer, but the homeowner would actually pay. Impact fees have to address a specific problem, and the money collected has to be directed to solving the problem. 5. Re -Write Zopiny Ordinance: (A Complete rewrite would not be necessary.) The ordinance could be amended by creating new districts, e.g, creating a district whereby three/fourth acre lots were in residential agricultural districts. Standards, or the quality for homes, could be increased. 6. n Re -Write gutteSubdivision Ordinance: This would limit growth by raising the standards, e.g., Curb and guttering, sidewalks, tree ordinances, etc. (Again, not a complete rewrite, just ordinance sections.) 7. Re -Write County Land Use Plan: This would be needed ifany zoning changes occurred. Also would be needed if the Thoroughfare Plan changed. 8. Re -Write Countv Thorou hfare Plan Department of Transportation would do the majority of the work. Could be done at little cost to the county - - some staff time. y. Moratoriums: This would provide a "short-term fix." An attorney would need to draft it because it would need to state that the action was needed to protect the health, safety, and welfare of the citizens. The usage has been legally tested. 10.
